The Broward County Board of County Commissioners is seeking qualified candidates for Environmental Specialist to support the Environmental Permitting Division.

General Description


Serves as a project manager for environmental projects related to regulatory compliance.


Works independently, under limited supervision, reporting major activities through periodic meetings.


Minimum Education And Experience Requirements


Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, environmental planning or closely related field.


Requires two (2) years in environmental/natural resource program compliance or closely related experience.


Special Certifications and Licenses


Must possess and maintain a valid Florida driver's license for duration of appointment.


Preferences


Applicants with knowledge of Broward County and FDEP rules and regulations regarding transportation of discarded hazardous materials, sludge, or biomedical waste, including familiarity with design, construction and operation of hazardous material transfer facilities are preferred.Master's Degree in environmental sciences, environmental planning or closely related field.


2nd Master's or PHD degree in separate but relevant discipline.


OSHA Hazwoper Certification.


1 year experience in POSSE or Winchester.


1 year experience in review, design, construction, or operation of hazardous material transfer facilities.


1 year experience in Field Inspection Techniques and Reporting (hazardous material and biomedical transfer facilities).


1 year employment experience in GIS.


Duties And Responsibilities


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


This position manages the County's hazardous material transfer facility and waste transporters licensing and compliance programs; ensures that the regulatory compliance related to hazardous waste collection, transfer and disposal, is in accordance with rules and regulations; serves as the lead for interpreting, implementing and instructing the new guidelines (Global Harmonization, etc.) outlined in the Code of Federal Regulations (CFR), State rules and County ordinances. These responsibilities include reviewing license applications, drafting license conditions, conducting inspections and complaint investigations. It may also include initiating enforcement actions as it relates to waste transporters and hazardous material transfer facilities. This position provides principal leadership as a subject matter expert for 8 County hazardous material transfer facilities and approximately 260 waste transporters and manages an average annual revenue to the County exceeding $550,000.


Conducts and coordinate inspections of hazardous material and biomedical transfer facilities. Performs special research and investigates complaints pertaining to environmental problems. Writes detailed inspection reports identifying any deficiencies. Issues appropriate warnings, notices of violation, and/or other enforcement actions, as warranted, against respondents with non-compliance issues and/or violations cited. Participates in hearings concerning violations of federal, state and local laws. Maintains enforcement case files. Coordinates and communicates with owners, developers, attorneys, environmental engineers and consultants, and the general public for the purpose of reviewing design plans and specifications and the issuance of Waste Regulation Program licenses.


Enters and maintains licensing and compliance information into County and State databases. Provides assistance with e-Permits implementation, training and troubleshooting. Develops Standard Operating Procedures to facilitate training in the program. Assists with budget and revenue projections for the fiscal year. Stays abreast of current environmental Federal, State, and local regulations and policies.


Performs related work as assigned.
