Job Description

Position: Environmental Scientist

Location: Indianapolis, IN

Position Summary: An intermediate-level Environmental Scientist at VS Engineering will have a college degree in biology, ecology, wetland science or a related field and 1-5 years’ experience preparing National Environmental Policy Act (NEPA) compliance to support Indiana Department of Transportation (INDOT) projects.

Responsibilities Include (but not limited to):

·Under the direction of the NEPA lead, independently conduct the NEPA process and prepare NEPA related documents including Categorical Exclusions (CEs) and Environmental Assessments (EAs)

·Prepare supporting NEPA documents, such as Red Flag Investigations, Early Coordination Letters, and Waters of the US Reports

·Prepare graphical displays using ArcGIS to support technical documentation and communicate technical data

·Review and interpret planning studies and/or preliminary design plan sets or concepts

·Attend client meetings, including project kick-offs, update meetings, field reviews, and others meetings as necessary

·Maintain project files with current documents

·Interact with clients, regulatory agencies, and sub-consultants to achieve project objectives

·Utilize knowledge of local regulations, positive agency relationships, and a thorough understanding of environmental regulations at all levels of government to facilitate timely document and permit approvals, in order to prevent budget overages and delays

·Assist with wetland delineations and waters of the U.S. investigations

·Prepare waters of the U.S. reports and waterway permit applications

·Utilize project management software to timely and accurately report time and expenses

·Report to NEPA Manager issues of concern on any active project

Education/Experience:

·Bachelor’s degree or higher in Biology, Natural Sciences, Environmental Studies, or related area of study

·1-5 years’ experience in preparation of National Environmental Policy Act (NEPA) documentation (Categorical Exclusions) for INDOT projects

·1-5 years’ experience authoring various environmental document components, including Red Flag Investigations, Early Coordination Letters, and Water Reports

·Technical knowledge / computer skills:

  • ESRI ArcGIS
  • Microsoft Office products: Word, PowerPoint, Excel, Outlook

·INDOT NEPA Initial and INDOT Categorical Exclusion training (preferred)

·Effective communication skills:Able to clearly present information through the spoken and written word; reads and interprets complex information; listens well. Excellent interpersonal skills.

·High accuracy and attention to detail:Able to perform work and job function with precision and accuracy; realizes errors can have significant impact on desired results and is able to avoid errors in almost all circumstances; carefully monitors processes; concentrates on details and organizes and maintains a system of records.

Supervisory Responsibilities

This position has no direct reports but will help train and mentor entry-level positions as needed.

Work Environment & Conditions

Work requires ability to work independently, within a team, and with all levels of management in a fast-paced environment, effectively communicating, resolving problems and prioritizing tasks.

This position occupies a general office environment (90%) and occasional fieldwork (10%).When completing field work, exposure to adverse weather may occur.Incumbents may drive a vehicle in the course of performing their job responsibilities.Incumbents spend approximately 90% sitting/standing at workstation and 10% walking in the course of performing their job responsibilities.
