Job Description
Introduction
The Watershed Assessment and Management Section oversees the health of the state’s surface water resources and takes actions to protect and improve water quality for aquatic life and human use.

Summary Statement
This position will play a primary role in developing/evaluating surface water quality standards, reporting on Delaware's statewide water quality, preparing Clean Water Act required Total Maximum Daily Loads (TMDLs) or TMDL Alternatives, and/or drafting/modifying associated regulation and polices. The position will provide assistance to other team members in accessing, evaluating and responding to toxic contaminant and nutrient based water quality needs/concerns of the section.

Essential Functions

  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.
  • Prepares permits, technical reports and/or enforcement case documents.
  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
  • Performs statistical analysis of data.
Job Requirements
JOB REQUIREMENTS for Environmental Scientist III Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Six months experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
  • Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  • Three years experience in analyzing and evaluating scientific data.
  • Six months experience in technical report writing.
