This position is currently is being recruited for in Anchorage, Fairbanks, and Juneau. Pay will be determined based on location of selected individual.
Introduction

The Division of Water is looking for qualified candidates to fill multiple Environmental Program Specialist 3 positions within the Village Safe Water (VSW) Program. These positions serve as members of a team assigned to support rural communities in their efforts to identify critical sanitation system improvement needs; seek and secure funding; and implement planning, design and construction projects to ensure sustainable drinking water, wastewater, and solid waste facilities in rural Alaska.
Mission & Culture
The mission of the Division of Water is to protect public health and the environment. This position contributes to that mission by providing engineering insight on sanitation infrastructure improvements, informing decisions about funding allocation, and participating in development and implementation of engineering policies and procedures to ensure consistent and proactive oversight of funded projects. VSW is a team of environmental specialists, engineers and project management professionals dedicated to the mission of providing safe drinking water and sanitary sewage disposal and protecting water quality for all Alaskans.

Work Environment
This position will be in Juneau, Fairbanks, or Anchorage, based on the selected candidate. The hours can be flexible, and telecommuting is possible. The work will require short-duration travel to rural communities in Alaska. Travel for training and project site inspections should be expected.

Special Note
  • This position requires occasional travel within the State (up to two trip of 3 days length monthly), travel by small plane, boat, or other.
Minimum Qualifications
Environmental Program Specialist 3 Minimum Qualifications (Range: 18)
Any combination of education and/or experience that provides the applicant with the following competencies
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
Equivalent To Those Typically Gained By
A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.
