DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.
The Engineer, Building Optimization will work within DEM’s Operations Unit, under the guidance of the Senior Program Manager, Continuous Commissioning (CCx), but in extremely close coordination with DEM’s other units. In the first 18 months, it is expected that the Engineer be able to successfully lead the interpretation of energy and building asset data to inform and implement building re-tuning (“BRT”) projects. Beyond this, in the first 4 years, it is expected that the Engineer provide technical support to the Senior Program Manager, CCx as they work to develop and execute a robust CCx program. This first-of-its kind program will be aimed at optimizing and automating building controls, all to meet the goals of Local Law 97 (“LL97”) that can lead to reduction in energy and GHG emissions.
The Engineer, Building Optimization will be charged with responsibilities including, but not limited to, the following:
1. Project Management | Lead the management of a significant portion of the CCx Program’s portfolio of projects and opportunities, by providing technical expertise that focuses on HVAC controls equipment and energy efficiency best practices utilizing data across the buildings’ asset data, buildings’ energy data and buildings’ project data. This technical expertise will occur in the continual management of the BRT projects and the future management of the CCx projects for LL97.
2. Agency Engagement | Facilitate CCx and BRT correspondence with agencies in the advancement of BRT projects and in the development of a City-wide CCx Program.
3. Performance Management | Monitor, report, and maintain BRT and CCx project-level tracking of key metrics including recommended and implemented ECMs and OMMs. This will also include associated energy, GHG and cost savings, and any associated measurement & verification (“M&V”) work.
4. CCx Program Expansion + Further Development | Support the Senior Program Manager, CCx in the development and execution of an innovative City-wide CCx Program that focuses on the optimization of HVAC controls equipment via deployment of CCx For context, an aspect of developing a robust CCx Program will include identifying and implementing a solution to store and integrate relevant CCx data such as BMS end point logged data, historical energy data, project data and various other metrics gathered at a building for analysis and optimization. The goal of the program will be to utilize advanced analytics to automate controls to optimize operational and energy efficiencies.
5. CCx Resource Development | Provide technical expertise for all technical CCx tools including energy conservation measure calculators, energy visualization dashboards, KPI tracking reports and M&V templates. Additionally, assist with the development and delivery of training materials that support the CCx Program.

Minimum Qual Requirements

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.

Preferred Skills

The preferred candidate will bring the following skills and experience to this position:
  • Thorough knowledge of building science and energy-consuming building processes and equipment, including lighting systems, electrical systems, HVAC systems, plumbing systems, building automation systems (BAS), and energy distribution systems (chilled water, steam, and hot water).
  • Experience with technical project management operations, including project planning, scope development, design and construction management, operations transfer, and project close-out.
  • Credentials as one or more of the following: Certified Energy Manager (CEM), Certified Energy Auditor (CEA), and/or Certified Demand-Side Manager (CDSM).
  • Ability to read and interpret architectural drawings, mechanical drawings and wiring diagrams.
  • Familiarity with project management software (i.e., Salesforce).
  • Degree in engineering, architecture, energy management, construction project management, or a related field.
  • Knowledge of and experience with ASHRAE or AEE procedures for Commercial Building Energy Audits and Energy Management (CEM) and NYC energy code.
  • Knowledge of energy savings calculation, greenhouse gas emissions calculation methodologies, and NYC Local Laws addressing green buildings and energy efficiency.
