OBJECTIVE: Individual serves the public through effective implementation of federal/state regulations, workforce policy, and agency practices to assist program participants and general customers in preparation for successful employment leading to self-sufficiency
ESSENTIAL JOB FUNCTIONS:
- Uses assessment tools to assist program participants, applicants, and general customers in determining career paths best suited for their interests and abilities;
- Works with program participants to revise employment plans, self-sufficiency contracts, individual opportunity plans, and/or education plans as individual circumstances change;
- Provides comprehensive case management to participants of the OWF, SNAP, WIOA, CCMEP, RESEA, and outreach programs and general case management to participants of PRC and assists participants in accessing resources to overcome barriers;
- Assists program participants, applicants, and general customers in navigating the OhioMeansJobs.com website;
- Tracks program participant attendance and progress and requests benefit sanctions, when necessary;
- Gathers and enters performance measure data including, completed participation hours, credentials, education achievements, employment, and wages, etc., into state systems in a timely manner;
- Works with training institutions to coordinate services and resolve issues that lead to the best outcome for program participants and overall program performance;
- Conducts in-depth assessments and assists program participants in developing employment plans, self-sufficiency contracts, individual opportunity plans, and/or education plans and enters relevant information into state system of record;
- Uses good judgement to determines eligibility and works with unit leaders and management on approval and denials of WIOA and/or CCMEP training requests and PRC applications;
- Delivers workforce unit programs including Workforce Innovation and Opportunity Act (WIOA), Comprehensive Case Management and Employment Program (CCMEP), Reemployment Services and Eligibility Assessment (RESEA), Prevention, Retention and Contingency (PRC), Ohio Works First (OWF) work requirements, Supplemental Nutrition Assistance Program (SNAP) work requirements, and community outreach;
- Provides guidance to program participants and general job seekers regarding open positions that meet their skill set and/or interests;
- Determines appropriate work and/or program assignments/services for participants following federal, state, workforce board, and local policy and procedures;
MINIMUM QUALIFICATIONS:
Completion of secondary education or equivalent (high school diploma or GED); courses in behavioral or social science; six (6) months or more of related experience and/or training; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities to perform the essential functions of the position. Must be able to read, write, speak and understand the English language.
LICENSURE OR CERTIFICATION REQUIREMENTS: Must possess a valid Ohio driver’s license and maintain insurability under the County’s vehicle insurance policy.
