The Fresno County Department of Public Health is offering a rewarding and challenging career opportunity for experienced, innovative, dynamic and detail oriented individuals interested in serving as an Emergency Management Specialist I.


Emergency Management Specialist I incumbents support the planning, development and coordination of disaster and emergency response and recovery activities for incidents affecting the County of Fresno. Responsibilities include: developing and maintaining emergency action plans; organizing, conducting, and evaluating exercises, which test the effectiveness of emergency preparedness programs; maintaining constant readiness of the Emergency Operations Center (EOC); and liaising with first responders, volunteer organizations and governmental agencies involved in emergency planning, preparedness, and response.


Positions in this classification are in Medical Group III - Heavy Physical Activity (Personnel Rule 8). This group includes positions which require heavy physical effort using arms, legs, back and trunk in frequent lifting, pushing, or pulling objects weighing (or offering resistance equivalent to) over 25 pounds. Generally, considerable bending, stooping, squatting, twisting, reaching, as well as standing and walking are involved. Physical stamina is usually required and explosive strength using bursts of energy may be required, depending upon specific position assignments.

Minimum Qualifications


Applicants must qualify under one (1) of the options listed below:


Option 1


Education: Possession of a bachelor’s degree that is acceptable within the United States’ accredited college or university system in Emergency Management, Business or Public Administration, Public Health, Health Science, Health Education, Environmental Science, or a closely related field.


Experience: Two (2) years of full-time, paid work experience performing emergency planning, preparedness, or response functions.


Option 2


Education: Completion of sixty (60) semester units of coursework that is acceptable within the United States' college or university system.


Experience: Four (4) years of full-time, paid work experience performing emergency planning, preparedness, or response functions.


Substitution: Additional full-time, paid work experience performing emergency planning, preparedness or response functions may substitute for the required education on a year-for-year basis, with one (1) year of work experience equating to thirty (30) semester units of completed coursework.


In addition to the options listed above, the following is also required:


License: Possession of a valid Class "C" driver's license, or equivalent.


Other: As a condition of employment, selected candidates will be required to undergo and pass a background investigation.

Selection Process


Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the processes listed below:
  • Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
  • Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.
  • If required, the oral examination will be administered in an online format via the Spark Hire platform.
  • Written Examination -If required, the written examination will be offered in an online format. Please indicate on the supplemental questionnaire if you have the ability to complete an online examination.


Successful candidates will be placed on an employment list, effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
