This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. This is a full time, 40 hours per week appointment.

The current position is located at the San Francisco Department of Emergency Management (DEM) in the Urban Areas Security Initiative (UASI) Division. DEM manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grants distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. The UASI division improves regional capacity to prevent, protect against, respond to, and recover from terrorist incidents and catastrophic events. UASI utilizes federal homeland security grant funds to analyze regional risks, identify capability gaps, and build a secure, prepared and resilient region. Under the direction of the UASI Regional Program Manager, the Risk Management and Information Sharing Project Manager operates within the Management Team of the Bay Area UASI and has the responsibility to analyze/measure complex data, coordinate, collaborate and facilitate meetings, develop and implement regional program/project planning to address regional threats of terrorism as defined by DHS. This position requires strong analytical, communication, data analysis, and multi-tasking skills to manage outside agencies/consultants/vendors, and serves as the representative of the division and/or department in regional/state/federal meetings and conferences involving regional grant funded projects, policies or procedures. The position involves overseeing and executing all administrative tasks associated with the application for and distribution of federal and/or state homeland security grants, including maintaining records, negotiating deliverables and timelines for projects, and creating agreements outlining contract amounts and terms. The position provides regional/state/federal coordination, monitoring, management, and oversight of grant-funded homeland security projects and programs. The position involves partnering and coordinating with subject matter experts and working groups such as the FBI, and the Northern California Regional Intelligence Center (NCRIC), as well as other law enforcement agencies to obtain and make recommendations on the application, allocation, and distribution of grant funds as well as policy goals and programmatic objectives. The position requires technical knowledge related to public safety, homeland security, and emergency response risk management and information sharing. The candidate must be eligible to obtain a national security clearance.

The essential functions of this position include:

  • Make or recommend final decisions regarding policy, operations, and administrative procedures as they relate to risk management and information sharing homeland security grant funding.
  • Work directly with first responders and emergency management departments throughout the region to strengthen and sustain regional risk management and information sharing initiatives.
  • Perform other related duties as assigned.
  • Direct the allocation of resources to achieve timely outcomes and measurable goals within budget; adjust plans and programs to meet new programs, while addressing major departmental priorities.
  • Convene working and focus groups as necessary and attend meetings as a representative of the department to ensure region-wide communication and participation in risk management and information sharing planning.
  • Lead the process to plan, coordinate, develop, implement and oversee procurement processes, and develop RFPs for risk management and information sharing project execution.
  • Provide regular written and oral updates to the Bay Area UASI Approval Authority members, working groups, and other jurisdictions on project status and implementation issues. Coordinates and liaisons with regional hub coordinators on risk management and information sharing matters.
  • Develop, monitor, and implement special Bay Area regional projects within budget of more than a million dollars of grant funding and multi-year timelines, which include supervising staff /project consultants, reporting to a legislative body, and facilitating work group meetings.
  • Prepare programmatic and financial status reports, and other necessary ad hoc documents to implement the grant funded projects.
  • Participate in the process of inter-departmental strategic planning, and identifying the mission, goals, and objectives of the UASI grant program, with a focus on public safety and emergency response risk management and information sharing.
  • Coordinate planning, training, and exercise functions to meet operations goals and objectives of the Homeland Security Program.

Schedule/Hours: Typically, Monday - Friday from 8 am - 5 pm. May include occasional weekend, evening, holidays, and on-call hours based on needs of the department. Telecommuting may be available at the discretion of DEM management pursuant to the City’s Telecommute Policy.


Qualifications


Education
: Possession of a Bachelor’s degree from an accredited college or university in Risk Management, Business, Public Administration, Homeland Security, or a closely related field; AND

Experience: Six (6) years of experience in a lead, supervisory or project management role which includes grant compliance experience, project management, data analysis, organizational performance monitoring, training course coordination, and/or multi-year strategic planning.

Qualifying experience must include at least three (3) years supervising mid-level professionals and managing multimillion projects within a large geographical region.

Education Substitution: Additional qualifying work experience in a lead, supervisory, or project management role which includes grant compliance experience, project management, data analysis, organizational performance monitoring, training course coordination, and/or multi-year strategic planning may be substituted for the required education on a year-for-year basis for up to two (2) years (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution: Possession of a Master’s degree in Risk Management, Business, Public Administration, Homeland Security, or a closely related field may substitute for one year of experience (but may not substitute for the required supervisory experience).

Desirable Qualifications:

  • Ability to prioritize tasks and track/manage time to meet competing demands.
  • Proven experience in fiscal management and oversight of large budgets.
  • Proficiency with Microsoft Suite (especially Excel, SharePoint, Teams, and PowerPoint).
  • Familiarity with Department of Homeland Security Goals, Core Capabilities, and related threat and risk assessments.
  • Demonstrated project leadership experience (i.e., Project Management Professional (PMP) certification).
  • Ability to organize program data and project tasks in a collaborative environment to ensure success of the team and accuracy of communications to external partners.
  • High-functioning, responsive, professional work ethic.
  • Familiarity with Homeland Security Grant Programs and the ability to manage records and data pursuant to grant guidelines.
  • Excellent written and verbal skills with ability to multitask and accurately respond to numerous communications across mediums such as email, phone, chat functions, etc.
  • Strong ability for producing clear, concise, and well-organized reports for various audiences requiring minimal review by the Program Manager.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
