Job Summary


Reporting directly to the Bell County Elections Administrator performs an advanced level of specialized work and is responsible for programming all voting systems ensuring all voting equipment complies with Federal, State, and Local statutes. Coordinate maintenance and matters of election information systems. Work with the Texas Secretary of State's (SOS) information technology staff, the county's technology staff, software vendors, and contractors to resolve microcomputer hardware and software issues. Perform duties as the Department's Request for Information Coordinator (RFI) and the Elections Department American Disability Act (ADA) Coordinator to promote transparency and ensure ADA compliance.


EXAMPLES OF WORK PERFORMED


  • Performs special duties and oversee projects as assigned.
  • Oversees the software programming of all voting and election systems.
  • Responsible for programming all election equipment with approved election definition.
  • Overseas the compliance of proper storage and physical security of all election materials.
  • Enforce security protocols for all voting and elections equipment.
  • Responsible for maintaining software and databases containing information related to the Elections department.
  • Assist in the preparation of sample ballots and testing documentation.
  • Perform duties of Tubulation and Testing Assistant for the Central Counting Station.
  • Conduct polling sites ADA assessment and manages the mitigation/measures process.
  • Overseas election software/hardware lifecycle by developing and maintaining processes, policies, systems, and measurements.
  • Serves as the primary point of contact for complex voting equipment matters.
  • Identify and analyze programming requirements while being an expert in system infrastructure.
  • Responsible for coordinating and scheduling vendor-led maintenance and resolution.
  • Assumes the position of Election Department's ADA Compliance Coordinator.
  • Build election balloting requests and manage the process of software distribution.
  • Implement Monthly testing/operations of voting equipment to ensure functionality.
  • Generate and maintain database systems of existing election data for (RFI) queries.
  • Performs quality control on GIS applications, Ballot Coding, and vendor materials.
  • Assist in all internal, Logic, and Accuracy (L&A) testing of voting equipment.
  • Attends all meetings and training activities as required.
  • Coordinates maintenance and reconciliation of election information systems.

PHYSICAL DEMANDS


  • Position involves frequent sitting, standing, walking, climbing, bending, heavy lifting, and operating equipment (up to 45 lbs.)
  • The position involves safely operating a motor vehicle.


ENVIRONMENTAL FACTORS


  • Work is primarily indoors, with exposure to inclement weather.
  • May be required to perform some work outdoors in inclement weather (heat, cold, wet conditions)
  • Regular travel between work sites as required.
  • Exposure to dust and high noise levels

Minimum Qualifications


  • (5) years of programming and coding
  • (1) years of supervisory experience
  • Associate degree in a related field OR an equivalent combination of education and experience


LICENSES AND CERTIFICATIONS


  • Valid Texas driver's license


Preferred Qualifications


  • Bachelor's degree in a related field
  • Experience in election programming, coding, and types of equipment
  • Experience in building elections in the specific vendor database
  • (3) years of programming and coding
  • Extensive knowledge of the Americans with Disability Act (ADA) requirements
