Office of Teaching and Learning – Educator Development

Job Focus Areas:
The Education Consultant 3 position is located within the Office of Teaching and Learning, Division of Educator Development and reports to the Deputy Assistant Superintendent. This position is responsible for providing comprehensive strategy support to the Deputy Assistant Superintendent and the Division of Educator Development. In addition, this person will lead various programs and initiatives across the division and agency. Day-to-day collaboration will be required with LDOE offices, school systems, and external partners to ensure successful development and implementation or programs and initiatives.

This position will serve as the statewide subject matter authority managing the following strategic state programs and federal funds in support of COVID recovery: Louisiana’s Professional Learning System, educator professional learning modules and platform, the state’s vendor strategy, statewide professional learning events, and other statewide special projects. This role will lead all of project management support ensuring successful implementation of all initiatives and projects designed to support the recovery and retention of Louisiana's educators following the COVID-19 pandemic as well as other key initiatives designed to expand professional learning to the educator workforce. This role directly leads work of one of our state’s five priorities: recruiting and retaining a diverse, highly effective educator workforce. This includes preparing strategy proposals, developing project plans and implementation timelines, supporting policy development and implementation, and supporting budget/fiscal management. The position oversees and leads the statewide projects, pilots, and policies that impact the educator workforce. Because the Educator Development Division leads the most major initiatives in the agency, this position will ensure alignment and cohesion across the Division of Educator Development and other divisions within the agency, so that implementation of these initiatives is effective across all school systems in the state .

Duties and responsibilities include, but are not limited to the following:
Serves as the statewide subject matter authority on the statewide educator and educator leadership professional learning and development program
Directs the statewide educator professional development program
Establishes program goals and objectives for implementation of the statewide development program
Coordinates the design and development of professional learning pilots including a vendor quality rating system for all vendors in the state’s vendor guidance
Oversees the overhaul of the state’s vendor guides to provide a streamlined, standardized, high-quality, and user-friendly product for system leaders to use when selecting professional learning providers
Leads the vision and execution of the statewide vendor strategy that includes hundreds of external vendors; communication strategy and plan
Oversees the development of a statewide professional learning platform inclusive of professional learning modules to support over 45,000 teachers in about 200 school systems across the state
Coordinates statewide professional learning networks to include both external and internal stakeholders
Directs a team of statewide liaisons to engage in a standards revision
Oversees research and evaluation for the professional learning system and other division initiatives
Leads the vision and implementation of a multi-year research study on professional learning in LA
Advises the division director regarding the strategy for the state’s educator workforce
Oversees the design, development, and implementation of strategy and quality initiatives reflective of state’s priorities

Evaluates the division’s progress toward meeting established goals and objectives, with tracking in the Department Operation Plan, a multi-year plan which captures and tracks agency priorities and timelines
Coordinates the agency’s teams to ensure educator development strategy priorities are aligned and coordinated with other divisions and offices within LDOE, school systems, and external partners
Leads efforts to release planning frameworks and associated funding opportunities for professional learning to support the ongoing COVID- 19 recovery efforts
Determines goals and objectives and creates project plans for educator development strategies
Coordinates internally to monitor and align program needs with state and federal budgets
Develops and implements plans for sharing critical information about educator development with a diverse set of field-based stakeholders including but not limited to working groups, task forces, superintendents, professional learning partners, agency staff, school and system leaders, and teachers
Serves as the public facing expert on PL to school systems and external partners
Develops and facilitates all presentations on professional learning, including presentations to LDOE executive leadership, external stakeholders, school system leaders, teachers, etc.
Oversees field communications for professional learning to provide coordinated information to school systems and external partners
Serves as the point of contact for external partners for all professional learning initiatives including the development and implementation of a statewide vendor strategy that will streamline and provide effective communications to all approved vendors in the state’s vendor guides, provide training and support to all vendors on implementation of the state’s priorities and Vision for Success, and lead meetings to analyze data and strategies to improve student and educator outcomes
Develops or reviews materials such as talking points for BESE
Oversees and coordinates the updating of internal stakeholders on progress toward the professional learning projects, including through check-ins with Educator Development team leaders, leadership team meetings, monthly division meetings, etc.
Reviews and provides feedback on project proposals, external meeting materials, and other key deliverables
Leads the support on initiatives involving policymakers and other external stakeholder groups
Researches best practices, evaluates current communications process, and develops strategies to improve and strengthen the successful messaging with internal staff, school systems, and external partners
Produce reports and presentation materials for updates on professional learning
Works independently on special projects or other duties assigned by the Deputy Assistant Superintendent
Performs other duties and tasks as requested by the Deputy Assistant Superintendent.

Note regarding the advertised pay range : The Education Program Consultant series has an established special entrance rate (SER) that is set above the minimum of the pay range and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the maximum amount we are allowed to pay a new hire.

One position is available and it is located in Baton Rouge, LA.
The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a job appointment, probationary new hire, promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications

MINIMUM QUALIFICATIONS:
Any of the following will qualify:

1. A baccalaureate degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.

2. A master's degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.

3. A master's degree in education plus two years of professional level experience in teaching or education; or in a public or private sector setting.

SUBSTITUTIONS:
A master's degree plus thirty graduate hours will substitute for one year of the required experience.

An Educational Specialist Degree will substitute for one year of the required experience.

A Ph.D. or Ed. D will substitute for two years of the required experience.

NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
