Job Description
Overview:
Reporting to the Requirements and Records Manager, the Documents and Records Specialist serves to assist in the stewardship, including the revitalization and development of PPPL’s Documents and Records Management (RM) program. The Specialist will work with the Planning Assurance and Contract Management (PACM) department to deliver RM plans; implement RM program initiatives; and to provide support to the institution through documents and records review processes, website and database maintenance, and technical editing. This position requires hands-on assistance and interfacing with Management Systems Owners and Subject Matter Experts.

The Specialist will produce reports for delivery to the U.S. Department of Energy (DOE) program officials, and interface with records managers assigned at other DOE national laboratories. The successful candidate must be experienced and demonstrate expertise in managing institutional records and documents through all stages of their life-cycles. The successful candidate must be a flexible, team player with excellent time management skills, communication skills, and experience managing simultaneous deadlines.

Under the supervision of and through strong coordination with the Requirements and Records Division Manager, primary responsibilities will include: assisting in the establishment and maintenance of PPPL’s RM program; identifying and/or tracking and archiving institutional documents and records; serving as an institutional point of contact for DOE records programs; maintaining and creating websites, repositories and dashboards; and supporting the PACM department and PPPL managers in the preparation, review, or editing of institutional documents pertaining to Laboratory records.

Responsibilities:
Core Duties

Reporting to and in close coordination with the Requirements and Records Division Manager, the successful candidate will either execute or assist in the execution of the Stewardship of Documents and Records Management (RM) program, minimally to include these functions:
  • Reviews Federal Records Center storage and services bills for accuracy and completeness and advises appropriate parties of issues.
  • Engages with PPPL managers to ensure and create up-to-date organizational inventories and file plans that provide the identification, location, and retrieval of records; creates and manages databases and repositories for access to and accuracy of documentation and records.
  • Identifies, maintains and trains PPPL Records Coordinators as stewards of departmental documents and records according to DOE Directives and other applicable institutional requirements.
  • Serves as PPPL’s records liaison and Contractor Records Coordinator in accordance with DOE Order 243.1, Records Management Program; may serve as the PPPL point of contact on RM working groups, including the DOE Records Management Working Group, DOE Office of Science Records Management Working Group, and the National Laboratory Records Management Working Group.
  • Reviews and coordinates research and responses to records information controls and requests, including litigation holds, preservation notices, discovery requests, and departmental moratoriums.
  • Manages and produces deliverables identified in PPPL’s implementation plan for DOE Order 243.1C, Records Management Program.
  • Interfaces with the Information Technology Department for the delivery of effective and efficient electronic document and records management systems and services; creates and executes training for use of electronic document and records management systems and services.
  • Assesses local records management training for recommendations to management and DOE.
  • Participates in the analysis of current and volumes of legacy documents for realignment with PPPL’s Management Systems and file structures.
  • Maintains the Records Retention Schedule and coordinates annual approval of the Schedule with the National Archives and Records Administration (NARA); maintains, transfers, and disposes of records in accordance with the DOE Records Disposition Schedules and General Records Schedules as required by DOE and NARA.
  • Serves as a Records Management laboratory subject matter expert; Develops or updates laboratory procedures, plans, policies, and other institutional documents to be consistent with laws, regulations, policies, and DOE RM program guidance.
  • Conducts or assists in local records management self-assessments or audits.
  • Prepares and disseminates detailed reports and dashboard information.
  • Provides day-to-day administration of and technical assistance for the organization’s records management program.
Qualifications:
Education and Experience:

Required:
  • Experience providing document or records management support in a laboratory setting or for an academic institution is highly desired.
  • The successful candidate must have sufficient experience to demonstrate expertise in managing institutional records and documents through all stages of document life-cycles.
  • Bachelor’s degree from an accredited institution and a minimum of 5 years of experience managing documents and records, writing/editing standard operating procedures or institutional documents, and maintaining repositories and websites.

Knowledge, Skills and Abilities:
  • The candidate must have experience managing simultaneous deadlines and a demonstrated proficiency in core MS Office Suite applications, including Excel, Word, and PowerPoint; Google products; and other routinely used business applications.
  • Strong communication and time management skills are required.
  • The successful candidate will work in a fast-paced, deadline-driven environment and must be adaptable, creative, and motivated.
  • The successful candidate must have strong writing and editing skills, and be familiar with document life-cycles and basic Records Management principles and best practices.
  • The successful candidate must have flexible working styles, able to work independently or as a part of a team.

Physical Requirements:
  • Candidate must be capable to sort through file cabinets and load documents/records into storage boxes. Candidate will need to move storage boxes either within the office or to a location nearby but outside the office.
Working Conditions:
  • Hybrid. This position will require work on-site at PPPL to accommodate project needs or any other job requirements. These dates and schedules will be coordinated and approved by PPPL management. Meetings and other computer-based duties may be performed at home, subject to the discretion/decision of the cognizant supervisor or more senior level managers.
