EMPLOYMENT RELATIONSHIP: At-Will
CURRENT HOURS AND STARTING TIME: Full-time position (37.5 hours per week). The starting time for this position is currently 8:30 a.m.
JOB SUMMARY:
Under the direction of the Director/Health Officer, manages and directs the activities and operations of the Health Planning & Promotion Division. Plans, develops, directs and evaluates programs within the Division; assists in the preparation of Division budgets, reports, grants and other documents; directs the activities of Division staff; performs related duties as needed.
This position is on call and responds to emergency situations on twenty-four (24) hours a day basis.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Provides effective leadership and administration of public health programs within assigned area, including establishing priorities, establishing and implementing policies, procedures.
Monitors and evaluates the effectiveness and efficiency of programs; and developing and implementing quality improvement initiatives.
Defines the goals, objectives, program needs and priorities for the Division and identifies necessary steps to reach performance measures and achieve results.
Plans, monitors and authorizes expenditures of the Division’s County and grant budgets to ensure efficient utilization of resources and staff needed for service delivery.
Assists in the review, development, implementation and compliance of policies, procedures, and processes of the County and Health Department.
Identifies potential funding sources for programs and services, and leads the development of funding proposals for submission to public and private funding agencies.
Prepares and writes reports, grants, and services agreements/contracts, and performs data analysis and reporting of data and provides insight to trends.
Participates and collaborates in various committees, coalitions, professional meetings and conferences with government, business and community stakeholders to maximize the effective use of programs and services.
Responds to gaps in services and address community public health priorities.
Represents the Division and County in contacts with government, public health agencies, system, medical organizations, community groups, businesses, and others to locate and mobilize resources.
Encourage support for program and create positive community relations; makes presentations and responds to media as required.
Assumes leadership responsibilities during an Emergency Preparedness response, all exercises, and all training activities.
In accordance with Health Department and County policies, oversees the management of staff, directly or through mid-level supervisors, including interviewing and selecting job applicants; reviewing and evaluating the work of professional and support staff.
Assures staff access to training and development, participating in disciplinary decisions and actions, and establishing and evaluating appropriate performance standards.
Ensures compliance with applicable laws, statutes, regulations and contractual obligations staff licensing and certifications, including accreditation requirements.
Directs the evaluation and maintenance of proper documentation for grants and billable services; reviews related activity reports and program documentation prepared by internal staff.
Provides leadership support and participates in Health Department’s strategic planning activities, community health assessment and national accreditation efforts.
Keeps abreast and recommends action regarding legislative and regulatory developments, new administrative techniques, and emerging public health issues through working with government, academic and community partners, and through continued education and professional growth.
Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • Seven (7) years of increasingly responsible professional experience in public health, community health or other related health agency
  • Bachelor’s Degree in Public Health, Public Administration, Health Sciences, Nursing, or a directly related field from an accredited college or university
  • Five (5) years of experience in a supervisory or administrative capacity
Preferred Education and Experience
  • Master’s Degree in Public Health, Public Administration, Health Sciences, Nursing, or a directly related field from an accredited college or university
Required Licenses or Certifications
  • Possession of a valid Michigan driver's license and an operable insured automobile for authorized travel
