Director Of Purchase Services

The Director of Purchased Services will report to the VP of Contract and Regulatory Affairs and will provide centralized procurement and control of supplies, equipment, fleet vehicles, and services to obtain the maximum value of each dollar of each expenditure. This position will also be required to motivate teams, drive results, and manage change effectively; build relationships with internal and external stakeholders, and resolve conflicts; collect, analyze, and interpret data and make informed decisions; and develop and implement solutions, and manage risk.
Education
Job Qualifications

• Bachelor's degree in business, public administration, accounting, or related field or commensurate with experience.

Experience

• Previous experience working with Group Purchasing Organizations (GPO)
• 5 + years of experience

Essential Functions

• Some travel may be required.
• Preparation and submission of adequate management reports.
• Coordinates with Accounts Payable for reconciliation of invoices, duplications, and monitors all purchase orders closely to minimize errors in payment of invoices.
• Works to standardize supplies utilized within facilities and controls the introduction of new products.
• Ensures the department delivers quality purchasing services in accordance with applicable company and GPO policies and procedures.
• Utilizes financial resources within the established budget.
• Investigates and respond appropriately to all internal and external complaints and take effective corrective action when necessary.
• Conducts physical inventories in conjunction with an organizational inventory management program.
• Drive cost savings through operational control, best practices, and asset utilization.
• Provides coaching and support to other team members through instruction, demonstration, and practice.
• Manages all departmental operating activities to provide quality purchasing services efficiently and effectively, meeting all applicable GPO, regulatory, and corporate guidelines.
• Assists in the planning, budgeting, and transitioning of acquired entities onto company purchasing processes.
• Assures interdepartmental compliance in properly using purchase requisitions and processes provided.
• Develops and leads vendor and process transitions, as directed by GPO guidelines.
• Develop and manage key vendor relationships to ensure availability of critical equipment materials and uninterrupted supply.
• Manage the purchase or lease of equipment including specs, sourcing, negotiation, and supplier selection.
• Develops and maintains departmental policies and procedures on an ongoing basis and updates as needed.
• Enhance the asset management function through effective utilization monitoring and timely repositioning and disposal of surplus assets.
• Recommends cost savings or revenue generation through innovative methods.
• Investigates and suggest alternatives to the established budget depending on shifting demands of resources.
• Performs other duties as assigned.
• Develops and implements various inventory control and distribution systems, including inspecting supply requisitions for accuracy in the distribution of supplies.
• Evaluate existing and source new national, regional, and local sourcing programs to cut cost, reduce downtime and improve service levels.
• Assists with departmental budget within designated deadlines according to budgetary procedures.
• Management of departmental operational and capital expenditures budget
