Job Description
General Statement Of Job Duties
The Director of Human Resources is a senior-level position reporting to the Chief of Staff/Interim Chief Human Resources Officer. This role manages and directs all HR policies, procedures, and programs, including talent acquisition, employee relations, benefits administration, compensation, training and development, and compliance. In addition, the Director of Human Resources works closely with executive leadership to align HR strategies with business objectives and serves as a key advisor on HR-related matters. The Human Resources Director is also responsible for ensuring that the organization's policies, practices, and procedures are legally compliant, fair, and consistent with best practices.
Essential Duties And Responsibilities
  • Develop and maintain HR metrics and analytics that measure the effectiveness of HR programs and provide insights into employee engagement and retention.
  • Recruit, interview, hire, and train staff in the department; provide constructive and timely performance evaluations; and carry out disciplinary action and the termination of employees per agency policy.
  • Manage the organization's compensation and benefits programs to ensure they are competitive and equitable and in line with industry standards.
  • Develop and deliver training and development programs to enhance employee skills and knowledge.
  • Manage HR budgets and ensure that HR operations are efficient and cost-effective.
  • Develop and implement HR policies and procedures that are in compliance with local, state, and federal laws and regulations.
  • Other duties as assigned.
  • Development and maintain HR technology platforms that support HR processes and enable the collection and analysis of HR data.
  • Provide guidance to executive leadership and managers on HR-related matters, including employment law, compliance, and risk management.
  • Manage the recruitment process, including job postings, applicant tracking, interviewing, and onboarding.
  • Build and maintain relationships with key stakeholders, including executive leadership, employees, and external partners.
  • Manage employee relations, including handling employee grievances, disciplinary actions, and performance management.
Minimum Qualifications And Requirements
  • Strong analytical and problem-solving skills
  • Excellent interpersonal, leadership, and communication skills.
  • Experience in managing the recruitment process, compensation and benefits, and employee relation programs.
  • Strong computer skills, including proficiency in HRIS and Microsoft Office Suite.
  • 8 years of progressive experience in HR, with at least 3 years in a leadership role.
  • Strong knowledge of HR laws, regulations, and best practices.
  • Ability to work collaboratively with all levels of the organization and external stakeholders.
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field; Master's degree preferred.
  • Ability to manage multiple priorities and projects simultaneously.
  • Experience in managing HR technology platforms.
  • SHRM-SCP or SPHR certification preferred.
  • Experience in developing and implementing employee training and development programs.
An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Working Conditions
Works in an environment with minimum dust, noise, or temperature exposure. May be moderately exposed to unpleasant working conditions, including dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.
Salary - $80,254 - $150,061
