Job Description
An employee in this class develops and implements policies and procedures for the administration of County-wide assets including real estate holdings, facilities, linear assets, and leased space. The work involves responsibility for all matters relating to real estate development, space, occupancy planning, design, furnishings, and equipment in all County departments, as well as the management and operation of the County’s Asset Management database. The incumbent is expected to utilize a high degree of technical knowledge, initiative, resourcefulness, and judgment in formulating recommendations for maximizing functionality and value of County assets and directing projects to completion. Supervision is exercised over professional, technical, and clerical staff. Work is reviewed through conferences and written reports. Does related work as required.
Key Elements Of The Role:
  • Analyze data, recognize trends and formulate ideas to expand capacity and achieve significant growth
  • Prepare operational presentations and reports illustrating asset and space management requirements, progress, challenges, opportunities and recommendations.
  • Demonstrate proactive solutions through root cause analysis, solution development, evaluation of options and alternatives and recommendation of the best course of action for projects, processes and overall program operations
  • Directs the activities of staff responsible for county-wide asset management and research activities Reviews analyses and evaluations of county-wide, division and unit policies and procedures of asset management
  • Manage the overall strategy, planning and development of County-wide assets in real estate, facilities, and space activities of current and proposed projects and programs
  • Work closely with the County leadership team, and department representatives with regard to staffing, future projects, and maintaining proper service relationships
  • Supervises the monitoring of departmental performance and the preparation of quantitative reports to assist management decision making and to meet reporting requirements of government funding agencies;
  • Directs the development of effective organizational workflow to facilitate accomplishment of county and departmental property holdings, facilities, and space needs
  • Collaborate with functional areas throughout the Administration including finance, legal, supply chain and operations
  • Upkeep and maintenance of County digital database and software
  • Meet regularly with department leads and Asset Management Steering Committee to evaluate team performance and identify areas for improvement. Track and utilize departmental feedback data to create continual improvement cycles
  • Oversees the generation of manual and automated systems to improve county and departmental asset performance and aid in budget preparation
  • Translate business requirements into effective solutions aligned with each department’s workplace model and real estate strategy, in the areas of space, occupancy planning, design, moves, furniture, fixtures, and equipment (FF&E) and data management
  • Strategically position the regional portfolio for long term profitability and market share
  • Evaluate existing and proposed project sites and facilities with respect to program requirements. Ensure the resolution of programming issues through project completion.
  • Monitor Department performance and results and implement continuous improvements to maximize productivity, profitability, and service
  • Collaborate with Department of Public Works and the Parks Department leadership for alignment and day to day operations. Recommends adjustments to processes when mis-alignment is identified
  • Direct the development of planning proposals, site assessments for space efficiencies, utilization metrics and supply & demand studies
  • Establish goals and objectives with timetables for the organization.
  • Leads the County Asset Management Team in providing effective space planning solutions and move management delivery for all project types (Expansions, Relocations, Consolidations, and Refreshes).
  • Makes recommendations to enhance operational efficiency & service delivery.
  • Direct the delivery of project activities including relocations, restacks, renovations and consolidations
Target Salary Range: $133,371 - $146,108

COMPETITIVE
Minimum Qualifications:
  • Min 8 years’ experience in a leadership role managing a large dynamic portfolio of real estate assets and/or facilities
Either:
(a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Public Administration, Business Administration or a related field, and (4) years of experience in real estate and/or property management, one (1) year of which must have been in a supervisory capacity; or,
(b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Public Administration, Business Administration or a related field, and six (6) years of
experience in real estate and/or property management, one (1) year of which must have been in a supervisory capacity.
(c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
This role is a Provisional Appointment
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
