- Manage day-to-day Internal Audit operations: Oversees internal audit program, budget, strategy and team development. Leverage the creativity and innovation of others to deliver services, solve problems, and improve our processes.

Inspire others to share and embrace diverse perspectives, challenging the status quo, and bravely seeking and leveraging feedback. The director of Internal Audit serves as the principal internal auditor and designated ethics advisor, responsible for developing and maintaining a system of independent and objective internal audits, reviews, consultations, and investigations.
The Internal Audit function contributes to the mission of the organization by working with agency management to achieve compliance with laws and regulations governing agency operations through identifying risks and continuously improving the quality of the agency's control environment and processes Monitor internal controls and audits safeguard assets, check the accuracy and reliability of accounting data, promote operational efficiency, and encourage adherence to policies additionally, as ethics advisor, the Director helps the agency meet the standards expected of state employees and agencies.
Impacts of this position:
- Serves as the liaison with the State Auditor's Office performance audits, annual or special statutory audits, and for whistleblower and hotline investigations.
- Develops and executes an annual internal audit plan based on risk assessment, management input and the results of internal audits.
- Provides assurance to the agency head that the required risk assessments and the necessary evaluative processes have been done and provides independent and objective audits, reviews, consultations, and investigations within the agency as a service to executive management.
- Accountable for submitting A-133 Corrective Action Plans and/or Certifications of Completion to the Office of Financial Management (OFM) finding resolution reports to the U S Department of Labor (USDOL), and for reporting losses of public funds or resources to the State Auditor's Office per RCW 43 09 185.
- Responds to inquiries from staff and management on compliance with the state ethics law; conducting, coordinating, supervising, or assisting with internal investigations related to financial fraud and/or abuse of agency resources.

Bachelor's Degree from an accredited college or university with a major in accounting or business administrator or related field of study, must include courses in accounting and/or auditing.
A minimum of 4 years of professional auditing experience, including auditing federal, state or local governments
- Must be able to quickly learn about laws, regulations, processes and procedures relevant to areas under audit/review.
- Must demonstrate high, uncompromising ethical standards of personal and professional conduct and act with integrity and honesty.
- Must possess program management skills in strategic planning and conducting quality control reviews of work Products.
- Must demonstrate professional and effective interpersonal skills with agency staff at all levels, external auditors, and other stakeholders.
- Must be skilled in using a personal computer and proficient in the use of Microsoft Office software as an analysis, documentation, and communication tool.
- Must possess a strong background in accounting, auditing, investigative techniques, interviewing techniques, negotiation skills, audit planning, risk assessment, and internal controls.
- Requires in-depth knowledge and application on of state of Washington Office of Financial Management statewide administrative, accounting, budgeting, and reporting requirements and regulations.
Additional Requirement of Employment:
- Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
- Per Gov. Inslee’s Directive 22-13.1, employees of ESD must be fully vaccinated against COVID-19. A person is considered fully vaccinated two weeks after the final dose of an authorized COVID-19 vaccine series. As a condition of employment, ESD employees are required to provide proof of vaccination before starting work. A medical or religious exemption may be requested for accommodation.
