Are you an effective communicator with a solid understanding of real estate development who wants to serve the Portland Metro community? We are currently seeking a Development Project Manager who will thrive working collaboratively with a variety of community groups, business leaders and elected officials. This position will work on the long-term Future of Expo project on behalf of Metro’s Chief Operating Officer.

In this role, you will serve as a member of the Chief Operating Officer’s team. To learn more about the Metro Council, our councilors and district boundaries, visitoregonmetro.gov/regional-leadership/metro-council.

As the Development Manager you will:

Project Management:

  • Manage and execute the Expo Future project in collaboration with project sponsor and team, project partners and stakeholders, including Tribes, community and business organizations, small business owners, consultants and real estate developers, and other public agencies.
  • Apprise project sponsor/supervisor of project status and issues.
  • Define goals, objectives, procedures, and expectations for implementing the vision of a new Expo facility that honors the cultural and historical importance of the site and pivots operations toward a sports-centered facility.
  • Lead project team(s) composed of Metro employees, partners, other public agencies, businesses, and community organizations.
  • Manage project workflow and lead project team meetings to maintain project progress.
  • Prepare and manage project schedules, budgets, meetings, status reports and related documents.
  • Incorporate input from legal, financial, contracting, or other staff to implement work in support of the Expo Future project.
  • Define scope of work for outside consultants and partner agencies. Prepare, select, procure, and administer contracts.

Communication & Outreach:
  • Periodic newsletters, website updates, routine email and memo communications to MERC and Metro leadership, presentations before council, boards and committees, other outreach, and community engagement efforts.
  • Coordinate strategic communications and engagement efforts with project team members including:

    • Lead discussion, or work with selected consultant, to identify priority community-desired outcomes.
    • Communicate project information to Tribes, partners, and stakeholders to facilitate public involvement and interest.

Traits for success:
  • Demonstrated ability to maintain discretion with confidential or sensitive information.
  • Knowledge of issues in Metro's portfolio, primarily visitor venues and the economic impact of tourism to our region.
  • Strong organizational and prioritization skills, and ability to adapt to changing project assignments and responsibilities.
  • Effective communication skills including interpersonal, public speaking, and writing capabilities.
  • Familiarity with local public government regulations and procedures; comfort working in a political environment and familiar with Oregon Public Meeting Law and Public Records Law.
  • Excellent organization, communication, and research and analysis skills; sense of humor and grace under pressure.
  • Advanced project management experience overseeing complex projects often involving multiple community or stakeholder groups.

Minimum qualifications:
  • Any combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.
  • Three years of progressively responsible and complex project or policy experience; OR
  • A Bachelor’s degree in public affairs, political science, or a related field, AND

  • Knowledge and experience with community-centered development processes.

Based on the Oregon Pay Equity Actrequirements , Metro’s internal equity review process, and the candidates’ qualifications. The full-salary range for this position is $99,552.00 - $141,394.00 annually.
