We are seeking multiple Youth Services Coordinators (Program Analyst 2) to join our Vocational Rehabilitation Team. You will play a vital role in the coordination and delivery of transition services to students and youth with disabilities liaising between schools, community partners, and Vocational Rehabilitation Counselors. The primary purpose of the position is to provide leadership for their identified region for all VR youth transition services, both contracted and internal. This includes providing exceptional technical assistance, training, and evaluation for the delivery of Pre-Employment Transition Services and Transition Services.

What you need to qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
Essential attributes
We are looking for candidates with:
  • Must have a working understanding of the Rehabilitation Act of 1973, as amended in 1998, and reauthorized by the WIOA 2014 particularly as it relates to youth with disabilities transitioning from secondary to post secondary education, training or employment.
  • Must have a working knowledge of Pre-Employment Transition Services.
  • Must have or develop a working understanding of the Individuals with Disabilities Education Act as it relates to youth with disabilities transitioning from secondary to post secondary education, training or employment; and a working understanding of Oregon's secondary school and special education systems.
  • Must have the ability to keep accurate records and utilize file maintenance procedures.
  • Must have the ability to use or learn Microsoft Suite for digital collaboration.
  • Must have ability to use or learn excel for budget management and tracking.

Your duties at a glance
The Vocational Rehabilitation Program (VR) mission is to assist Oregonians with disabilities to achieve and maintain in advance in employment and independence. VR is a state and federally funded program that works in partnership with the community and with businesses to develop employment opportunities for people who have disabilities. Oregon Vocational Rehabilitation assists Oregonians with disabilities to achieve and maintain employment and independence. Services include:
  • Information and referral
  • Vocational and other training services
  • Evaluation
  • Job Development and Job Search Assistance
  • Physical Restoration
  • Vocational Counseling and Guidance
As a Youth Services Coordinator, you will:
  • Develop and implement trainings regionally and statewide for VR counselors, contracted staff employed by local school districts, and other contracted providers on Pre-ETS and VR Transition Services.
  • Perform procedures and records maintenance to meet requirements for verification and authorization of Pre-ETS for assigned region.
  • Counseling on opportunities for enrollment in comprehensive transition or postsecondary educational programs at institutions of higher education.
  • Instruction in self-advocacy, which may include peer mentoring; and other Authorized Services as allowable.
  • Implement community outreach to educate parents and students about VR process and policies including Pre-ETS, Transition Services and the eligibility process. This can include attending school and community events, conferences and workshops.
  • Work-based learning experiences, which may include in-school or after school opportunities, or experience outside the traditional school setting (including internships), that is provided in an integrated environment to the maximum extent possible.
  • Train VR staff and contracted school staff on VR rules, policies, and processes including Pre-ETS, VR transition services and the VR eligibility process.
  • Job exploration counseling.
  • Conduct audits of contractors to ensure fidelity of service delivery.
  • Maintain database of youth program information and performance relating to Pre-Employment Transition Services, and VR Transition Services, and track school programs related to these services.
  • Produce reports on the Pre-Employment activities and Transition Services that are occurring in local school districts and with other stakeholders.
  • Act as liaison to the contracted staff of local school districts and community partners to facilitate relationships to advance VR Transition Services for students and youth with disabilities.
  • Work with local school districts to coordinate and create the provision of VR funded Pre-Employment Transition Services (Pre-ETS). These services include but are not limited to:
    • Job exploration counseling.
    • Work-based learning experiences, which may include in-school or after school opportunities, or experience outside the traditional school setting (including internships), that is provided in an integrated environment to the maximum extent possible.
    • Counseling on opportunities for enrollment in comprehensive transition or postsecondary educational programs at institutions of higher education.
    • Workplace readiness training to develop social skills and independent living;
    • Instruction in self-advocacy, which may include peer mentoring; and other Authorized Services as allowable.
  • Workplace readiness training to develop social skills and independent living;
Working conditions
  • Incumbent travels throughout Oregon to conduct youth business and attends state and local conferences.
  • Regular travel to other offices, meetings and trainings is required, sometimes in inclement weather.
  • This position works in local offices of Vocational Rehabilitation, and in community settings including local school districts. Community settings will vary and will include classrooms, career centers, counseling offices and other locations as needed.
  • Incumbent is responsible for maintaining good working relationships with other employees, other state agencies and programs and other organizations and groups, and building the consensus, agreement or buy-in necessary to move forward on Pre-ETS and transition issues and activities.
  • Limited physical exertion is required.
  • Occasional evening and/or weekend travel or work assignments is necessary.
