Job Description

Who we are:

The Council of State Governments Justice Center works across the country to develop research-driven strategies to increase public safety and strengthen communities. To further this mission, we work with partners inside and outside of government to reduce crime and incarceration among youth and adults in contact with the justice system. We bring people from diverse systems and perspectives together to improve policy and practice. And we transform data and research findings into meaningful insights for decision-makers.

We're focused on three strategic goals:

  • Advance health, opportunity, and equity.
  • Break the cycle of incarceration.
  • Use data to improve safety and justice.

When you join the CSG Justice Center, you join an organization that is uniquely positioned to cultivate innovation and drive data-driven reform nationally. We have approximately 120 employees-expected to grow to about 150 by the end of this year-based in more than 20 states who have decades of experience working in and with criminal, juvenile, and Tribal justice agencies. We have provided housing, mental health, and addiction services; served as educators and in workforce development agencies; and supported victims and survivors of crime. We have served governors, state legislators, and members of Congress on both sides of the political spectrum. What binds us together is a shared commitment to our mission; to one another; to a common set of values; and to the national, bipartisan advisory board that guides our work.

How you'll fit in:

The CSG Justice Center is seeking a full-time deputy program director to provide expert guidance to states advancing new policies and practices to achieve public safety goals, with a focus on a portfolio of projects at the intersection of improving community supervision outcomes and helping agency leaders advance their capacity to use data-driven decision-making. The position offers a significant level of responsibility and autonomy, as well as the opportunity to influence important advancements in criminal justice policy at the state and local levels. The deputy program director is a senior, strategic position in the community supervision and technology program portfolio and works directly with the program director to: conceive program strategies to advance improvements in community supervision, increase equity, and help states reduce recidivism; improve the use of technology to monitor improvement and empower agency leaders in their decision-making; build relationships with high-level state leaders to grow external partners; and support program staff in setting up project management structures to execute impactful work. As a leader within this program portfolio, the deputy program director will develop program staff to build effective relationships with state leaders to advance program goals and serve as a coach to help staff effectively manage multiple projects and output high quality deliverables even as project parameters shift. The ideal candidate will have a track record of successfully guiding state criminal justice agencies to adopt significant policy and practice changes, in-depth knowledge of criminal justice data and IT systems, comfort translating the latest research into policy recommendations and implementation action steps customized to particular jurisdictions, and a commitment to improving criminal justice system outcomes.

What you'll do:

Specific responsibilities of the deputy program director include the following:

  • Work across multiple programs in a portfolio of work combining the power of data analytics and research-backed best practices to help corrections agencies reduce recidivism and improve supervision.
  • Supervise 1-4 direct reports (or 3-4 projects) and ensure the training and development of relevant teams.
  • Provide timely program updates that support external relationship-building opportunities (may include Board, funders, and partners).
  • Deliver leading field expertise, assistance, knowledge, writing, and presentations that advance and inform program/policy area.
  • Support or lead fundraising efforts, cultivate and steward funder relationships, and provide strategy to engage new funders.
  • Drive impactful criminal justice strategies in collaboration with external and internal stakeholders that advance larger project goals and initiatives and have a growing reputation as a leading and recognized expert in the field.
  • Contribute to strengthening organizational culture and apply this lens when delivering innovative projects/programs, coaching staff, and leading multiple teams.
  • Ensure the success of the project portfolio and maintain ownership of larger initiatives and project development.
  • Demonstrate leadership on three levels: personal/interpersonal (showing up for self and others), institutional (policies, practices, and procedures), and racial/cultural competency (beliefs, norms, and values).

What you'll bring:

  • Dedication to public service with an unfailing commitment to act with civility, be nonpartisan in performing CSG Justice Center duties, and be a responsible steward of member and donor funds
  • Ability to interact effectively with diverse people in different contexts and foster equity and inclusion through self-awareness, cultural sensitivity, and valuing others
  • Demonstrated ability to understand unstated political dynamics in stakeholder interactions and successfully navigate them
  • Extensive knowledge of criminal justice data systems and practical experience with data analysis, policy development, and/or implementation within the criminal justice field
  • Experience supervising multidisciplinary staff
  • Ability to work remotely with autonomy, understand technology, and effectively communicate across platforms
  • Willingness to travel frequently to deliver technical assistance on site in states across the country
  • At least seven years of work experience in the criminal justice field and/or educational equivalency in a related field, such as counseling, criminal justice, law, psychology, public health, or social work
  • Demonstrated experience successfully managing multiple projects while coaching and developing staff in their respective project management roles
  • Experience with correctional, behavioral health, or criminal justice data
  • Ability to lead multiple, large, or complex project teams to advance project objectives
  • Experience directly advising local systems on systems change
  • Ability to supervise people who also may work remotely or in a different office
  • Experience with research, code, and/or data sharing in state and local government and across various criminal justice systems
  • Reliable and secure internet/data connection and flexibility for using a personal device for internet connectivity during business travel (a cost offset is provided by the CSG Justice Center)
  • Experience working with officials in state and local government and across various criminal justice or community systems
  • Extensive policy/research knowledge of criminal justice and related policy areas
  • Ability to develop and launch new projects aligned with organizational objectives
  • Demonstrated experience aligning the interests of internal leadership, funders, and community partners to move strategic project initiatives forward
