Job Description
Summary This position is located in Indianapolis, IN. Responsibilities Establishes policies and procedures for the effective and economical operation of the USAFMCOM programs. Reports directly to the USAFMCOM Chief of Staff and furnishes information and guidance to command leadership including the Commander, Senior Enlisted Advisor, and Deputy to the Commanding General on all matters pertaining to staff support. Performs Army-wide and Army-unique actions such as financial management functions and financial support services. Assists the Chief of Staff in providing managerial, technical, and administrative oversight and direction for all directorate areas of responsibility within the USAFMCOM. Develops performance standards and evaluates the work performance of assigned subordinates as well as gives advice, counsel, and instruction to employees on both work and administrative matters. Requirements Conditions of Employment Must be a U.S. Citizen. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel. Obtain/Maintain Financial Management Certification. Qualifications Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Specialized Experience: For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. Specialized experience is defined as providing leadership and staff oversight at the organizational level (for example personnel, operations and planning, personnel and facility security, logistics/supply, IT, budget, etc.). Leadership experience may include serving as a supervisor, team lead or senior-level expert/consultant providing expert analysis and assessment of the organization's highest visibility initiatives or projects. Technical experience should include integrating staff management programs, processes and systems; providing advice and recommendations to senior managers regarding issues impacting organizational management standards, policies, processes and operating procedures to ensure efficient delivery of services to a financial management organization. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
