Position Summary
Information Technology at the Wisconsin Historical Society is undergoing a period of exciting changes including a multi-year campaign to build a new History center, scheduled to open in fall 2026. These changes require modernization of the Society’s equipment, systems, workflows, and building capacity within the IT team and the Digital Services team. Another exciting change is that WHS will be transitioning many of its IT services to the state Division of Enterprise Technology (DET) allowing WHS to reshape and refocus IT Operations and Infrastructure at a critical time. This Deputy Chief Information Officer (CIO) and Deputy Director of the Bureau of Information Technology Services (BITS) position promotes continuous improvement of BITS Operations, support and solutions offerings for agency staff. This position champions establishment of digital workflows to streamline administrative functions and enable data driven decision making through Business Intelligence tools and automated reporting. The Deputy CIO is also responsible for the Agency’s user support and related platforms, contractor recruitment and supervision as well as staff supervision with an emphasis on day to day IT operations.
The Deputy CIO serves as the primary coordinator during Incident Response and major escalations. They oversee the protection of data resources and identify, resolve, and prevent issues related to information security. They must appropriately address and manage risks associated with digital information and administer an information security program that includes policies, procedures, and technical controls to protect the organization's data and systems
The position partners with the CIO and internal stakeholders to support mid and long-range planning that provide technology automation services, enhancements, maintenance, and operations of our business and administrative applications. This position is also responsible for tracking strategic and operational metrics and key performance indicators (KPI’s) and establishing source data to support metrics where it does not already exist.
The Deputy CIO works closely and in conjunction with the WHS IT professionals and with the DET, Bureau of Enterprise Security, to ensure that all information technologies and systems are well-secured.
Assists in monitoring and controlling WHS’s technology and telecom budget, providing for efficient and cost-effective utilization of technologies and services for various computer platforms including cloud, client/server, mainframe, and desktop systems. Also provides oversight for integration technologies, as appropriate.
Keeps WHS abreast of and, as appropriate, recommends adoption of technologies consistent with industry best-practices, state-wide initiatives and enterprise standards.
Salary Information
The salary will be between $49.00 - $52.88 per hour ($101,920 - $110,000 annually) in accordance with the provisions of the current Compensation Plan. The Civil Service title is IS Supervisor 2, and the position is in pay schedule 70, range 02. A 12-month probationary period will be required.

This position may allow remote/work from home flexibility for a portion of the work schedule; however, this role manages staff that work in person, and at least two days per week in the office would be the usual schedule.
Qualifications

Minimally qualified candidate will have experience in all of the following:
- Managing IT operations with Service Level Agreements (SLAs), metrics, and/or reports
- Working in an IT supervisory or management role (performing functions such as overseeing a team of IT professionals, identifying resources, budget management, conducting performance reviews, etc.)
- Working in IT operations as a project/program manager for large/complex IT projects and/or implementations
In addition to minimum qualifications, a well-qualified candidate will additionally have experience in at least two of the following areas:
- Leading Application development/customization/automation
- Managing cross functional teams
- Working with third parties/vendors/contractors in the provision of IT services
- Supervision of IT contractors
Leading an Information Security program/IT Security Operations
