Position Summary Information

Primary Purpose of Organizational Unit
The School of Government (‘SOG’) works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens (‘clients’) understand and improve state and local government.
The SOG’s Criminal Justice Innovation Lab (the Lab) seeks to promote a fair and effective criminal justice system, public safety, and economic prosperity through an evidence-based approach to criminal justice policy. It brings together a broad range of stakeholders to learn about criminal justice problems, supports their efforts to develop and implement innovative consensus solutions, and conducts empirical evaluations to help stakeholders measure the impact of their efforts. Our work spans three areas: 1) producing foundational research, including legal research, research summaries, and original empirical research, to spotlight opportunities for change; 2) conducting pilot projects supporting stakeholders’ efforts to develop, implement, and evaluate innovative solutions; and 3) creating ready-to-use legal and evidence-based tools flowcharts, templates, procedures, forms to allow stakeholders to tailor solutions to meet their needs. Our work focuses on ‘front end’ criminal justice issues, such as bail, policing, and overcriminalization.
The Lab is a small team with a flat organizational structure. Staff collaborate frequently on projects and offer feedback, support, and ideas regularly. Staff have an opportunity to provide input on decision-making regarding the operation and strategic direction of the Lab. The Lab operates in a dynamic environment, so staff must be flexible and comfortable pivoting to changing priorities.

Position Summary
The Data Analyst’s primary responsibilities will include:
Conducting analyses of North Carolina counties’ jail data to help stakeholders better understand the drivers of local pretrial incarceration.
Developing and implementing protocols to improve and standardize future jail data collection, analysis, and display.
Using Lab data, designing and implementing accessible tools and visualizations for non-academic audiences such as an expunction data tool to estimate the potential impacts of various changes in expunction law.
Participating in quantitative research projects with other Lab team members and affiliated researchers, including providing data collection, cleaning, and analysis support.

Minimum Education and Experience Requirements
Bachelor’s degree in a discipline related to the field assigned and one year of related training or experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience
Proficiency in programming and conducting analyses in Stata and R.
Proficiency in data collection, cleaning, and management.
Ability and desire to work collaboratively with colleagues, partners, and stakeholders.
Ability to work in a nonpartisan, nonadvocacy environment.

Preferred Qualifications, Competencies, and Experience
Experience working with a variety of criminal justice data.
Experience creating data visualizations for nonacademic audiences.
Strong oral and written communication skills and ability to synthesize complex information.
Ability to juggle multiple projects, work independently, and creatively problem solve.
Genuine interest in the Lab’s work.
