The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.


Purpose


The Louisiana Office of Community Development (LOCD) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) grants allocated to the state. The projects and programs funded by these grants address the long-term recovery and resilience of communities affected by Presidentially Declared Disasters. OCD’s administration includes program design, implementation and close-out of programs representing a total portfolio of over $16 billion.


This is a professional position designed to implement disaster recovery programs under the Louisiana Office of Community Development (LOCD). The position will oversee or assist in the administration of disaster recovery programs in observance of federal and state statutory requirement and regulations and policies. This position requires a particular knowledge of aspects of disaster recovery, disaster CDBG programs, FEMA programs and other federal and state recovery initiatives and key disaster recovery entities and organizations.

Qualifications


A baccalaureate degree plus two years of professional level experience in contracts, legal, or procurement.


A Master’s degree from an accredited college or university may substitute for one (1) years of the required experience or two (2) years for specialized degree in related field.


Preferred Qualifications

Essential Functions

Provides technical assistance to grantees, to assure that all projects and expenditures comply with federal rules and regulations and program agreements.


Provide specialized guidance on recovery program areas, as it relates to policy and implementation.


Assists the division in interpretation and understanding of specialized program directives, best practices, applicable regulations, and legislation.


Coordinates with key partners and agencies for special disaster recovery needs and in the area of specific technical expertise.


Provides highly responsible and complex technical support in specialized recovery effort to division Director or designee and OCD management.


Coordination of the procurement and contracting process for the Louisiana Office of Community Development; the procurement function primarily involves professional, personal, consulting and social (PPCS) services contracts as well as Cooperative Endeavor Agreements (CEA).


Drafting of CEA’s, contracts and amendments and collection and processing of all necessary signatures, documents and approvals for PPCS contracts and CEAs.


Including The Following


Preparation of Requests for Proposal (RFP) with input from the Office of State Procurement, program manager, LOCD financial staff and LOCD legal staff.


  • Preparation of all necessary documents from submission of the RFP to the Louisiana Procurement and Contract (LaPAC) Network for advertisement and issuance.
  • Receipt of all proposals submitted in response to RFP.
  • Coordination of selection and meetings of evaluation committees for review of all responses to RFP.
  • Issuance of notice of the RFP to all required parties,
  • Collection of written questions from interested partied and publication of written responses thereto
  • Review of same for technical compliance with RFP.
  • Notification to necessary parties regarding intention to award contract
  • Coordination of oral presentations, if any, requested by the evaluation committee


Coordination of necessary parties, including program manager, LOCD Financial staff and LOCD legal staff, for negotiation and completion of the contract with the successful proposer.


Preparation of all necessary submissions accompanying completed executed contract/CEA to the Office of Finance and Support Services (OFSS) and the Office of State Procurement (OSP) and to any other necessary reviewing entities. Entry of data into the State accounting systems for creation of new vendor and/or contract data.


Tracking the approval of contracts and CEAs through OFSS and OSP, providing any requested information and notifying necessary parties regarding issues with approval as well as the ultimate approval by OSP.


Attending training and technical workshops relevant to contracts and disaster recovery efforts.
