The Opportunity:
Embry-Riddle Aeronautical University’s Office of Sponsored Research is recruiting for an experienced Contract Administrator. The Contract Administrator will manage pre and post award activities for an assigned portfolio of contracts within the Office of Sponsored Research unit using knowledge of contract management rules and regulations, financial budget management, technical expertise, and analytical skills. The Contract Administrator will provide guidance on what contractual issues may present a compliance liability to the university. The Contract Administrator is involved in the entire contract’s life cycle, including Pre-award and Post-award support. Responsibility for coordinating with PI(s) in the Pre-award proposal development, budget preparation & justification and proposal package submission. In Post-award activity, the individual will work in partnership with Accounting and Budget staff to set up, fund, and fiscally manage awards. Successfully manage sub-agreements and modifications as needed. Track progress by monitoring deliverables and project tasks, budget management, and reporting to the sponsor for contracts awarded to the University. Perform data entry in appropriate administrative systems to include MS Workday. Manage close out of award and provide reports as needed to university management for internal and external audits.
Responsible for providing guidance to principal investigators regarding compliance related to federal and private contract administration. This includes compliance with internal policies and procedures, FAR, DFAR, OMB, and other government rules and regulations, and sponsoring agency terms and conditions.
This position requires collaboration with internal and external stakeholders on contract proposals and awards including project sponsors which may be federal, state, municipal, or private organizations. The incumbent will provide clear and concise communication to all stakeholders across the university and externally with sponsors. This position is eligible for hybrid/remote work schedule.
Responsibilities include the following:
Pre-award activity:
  • Enter proposal into Workday System
  • Provide guidance, support and assistance to principal investigators with proposal management to meet proposal deadlines.
  • Pre-award responsibilities include providing guidance to principal investigators, project budget creation and review, compliance review, and interpretation of funding agency regulations.
  • Support in the proposal preparation, budget justification and submissions for government and industry research contracts.
Post-award activity:
  • Provide guidance, support and assistance to principal investigators with award management to meet deadlines, adequately fund budgets and close out award on time.
  • Perform close out process for completed awards.
  • Maintain contract files, sub-contracts, contract modifications, consulting agreements, split-funding forms, effort reporting, sub-contract monitoring, record retention of contract documents.
  • Interpret agency regulations.
  • Negotiate terms and conditions for awards.
  • Perform compliance review of all expenditures for adherence to university, agency, and federal requirements.
  • Review award instrument for university acceptance.
  • Enter award into Workday System.
  • Manage awarded research contracts, including fiscal management, invoicing, monitoring of allowable expenses, effort monitoring, tracking and reporting contract performance and overall financial administration of contracts.
Coordinate other activities, special reports, projects, and other related duties as assigned. Generate reports as requested, and raise potential concerns involving contract budget management, administration, compliance issues and other key issues regarding contract administration and compliance. Recommend improvement of internal processes and practices and work collaboratively with the team to make changes.
Qualifications
Required Qualifications:
  • Bachelor's degree and 2+ years of of contracts management experience. In lieu of a Bachelor's degree, 5+ years experience in contracts management will be considered.
  • Analytical skills with an in depth knowledge of information systems and technical expertise with Microsoft operating systems, Access, Excel, PowerPoint, Word, Outlook/email, and Internet end-user applications. .
  • Finance/Accounting experience in preparing and managing budgets, highly recommended.
Preferred Qualifications:
  • Master's degree
  • Experience working in higher education with knowledge of Sponsored Research, including the principles, methods, and procedures of contract administration and compliance.
  • Familiarity with contracting guidelines as detailed in the FAR, ITAR and CFR.
Required skills, knowledge, abilities:
Demonstrated experience making independent decisions, researching, analyzing, and solving problems. Experience working effectively under pressure of deadlines, frequent interruptions, and changing and competing priorities. Ability to develop new systems or procedures to resolve problems and facilitate workflow. Excellent interpersonal skills and proven experience working both independently and as an effective team member. Experience in contract administration and working knowledge of laws, regulations, and policies affecting research contract acquisition and compliance. Knowledge of budgeting and budget development. Analytical skills with an in-depth knowledge of information systems and technical expertise with Microsoft operating systems, Access, Excel, PowerPoint, Word, Outlook/email, and internet end-user applications. Excellent oral and written communication skills. Discretion in dealing with sensitive and confidential information.
