Some of what you'll be doing:

In this role, you will manage all aspects of the procurement of professional architect/ engineering and personal service agreements from inception to closing within the Central Procurement Office (CPO). Our Service Agreements Team is responsible for procuring all consulting contracts and providing contract management support throughout the organization. This role will support Maritime, Corporate, and community engagement procurements with an emphasis on Aviation-related services.

  • You will serve as a mentor and trainer to Contract Administrators’ I and II and serve as a main point of contact in lieu of Contract Administrators’ IV and V.
  • You will advise internal and external clients on procurement requirements and strategies to facilitate and expedite the process.
  • You will drive and lead innovation / continuous process improvement by developing data driven decision making; integrate key metrics and measurements; and sustain change.
  • You will present and conduct the Port’s procurement program to socioeconomic / community outreach participants such as contractor and consultant forums and workshops.
  • You will manage the execution of procurement process including (a) developing multi-year complex solicitation documents; developing evaluation criteria; draft supplemental contract provisions; and (b) manage technical evaluations; negotiate price; negotiate terms and conditions; and finalize the selection decision.
  • You will leverage your procurement expertise and exercise independent judgement when evaluating theories, concepts, and principles to develop different approaches to procuring highly specialized services.
  • You will conduct independent research of professional and personal contracting practices including the development of appropriate procurement documents, understanding of various negotiation strategies, understanding risks associated with consultant contracting, and how to deploy variety of tools to manage those risks.
  • You will work with Port stakeholders and the consultant community to promote environmental stewardship and Diversity in Contracting.

  • Experienced Procurement Agent – You have expert knowledge of procurement administration best practices as well as the laws and general policies that govern this work. You are able to train others and provide consultative and strategic guidance as a subject matter expert.
  • Experienced – You have five (5) years of experience in negotiating procurements and contract administration.
What else you need to know:
  • Work Environment – This role will be primarily conducted remotely in accordance with the Port’s Flexible Work Arrangement policies during the Covid-19 pandemic. It may transition to primarily working in an office environment post pandemic.
  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
  • COVID-19 Vaccination Requirement – Effective, November 15, 2021, the Port of Seattle will require that at the time of hire, and as a condition of employment, the successful candidate will be able to provide proof of their full COVID-19 vaccination status, as part of the hiring process. This is a condition of employment for all positions at the Port of Seattle. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine. Prior to employment, candidates may make requests for a reasonable accommodation based on a medical disability or for sincerely held religious beliefs.   • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
