Some of what you'll be doing:

As a Contract Administrator II, you will be based at the Seattle-Tacoma Office Center (STOC) in SeaTac, Washington. You will manage all aspects of the procurement of public works construction contracts from inception to closing.

  • You will work with Port stakeholders and construction community to promote environmental stewardship and diversity in contracting.
  • You will be responsible for contract administration duties including compliance with the Port’s resolutions, public works laws, and federal grant requirements, retainage, bonding and closing contracts.
  • You will lead procurement planning, establishing and managing milestones and procurement schedules as well as providing business advice.
  • You will develop procurement terms, conditions, and develop the form of the contract addressing scope, pricing methods, schedule contract provisions and federal requirements.
  • You will evaluate risks associated with construction contracting, and how to deploy variety of tools to mitigate and manage those risks.
  • You will participate in change order review process, manage the procurement schedule, organize and facilitate meetings, construction site visits, address questions and concerns and provide advice to staff related to construction contract procurement and procurement integrity.
  • You will be required, on occasion, to travel locally to project sites.
  • You will be an innovation driver advancing a continuous improvement culture, developing data driven process improvements, integrating key metrics and measurement, and sustaining change.
Who you are:

Two years of experience may be substituted for one year of education:

  • Strong Communicator – You are able to effectively present and communicate with internal and external construction stakeholders and be persuasive and influential when needed during negotiations.
  • Critical Thinker – You are able to gather, analyze and synthesize complex data to inform strategy and improve processes.
  • Educated – You possess a Bachelor’s degree in a related field.
  • Contracting Expertise – You are quite knowledgeable in procurement and administration of construction contracts. You understand the laws that guide public procurement processes in a responsible and ethical manner.
  • Customer Focused – You have a strong customer service mindset, engaging with your customers to ensure you are delivering schedules on time and providing high quality documents and processes.
  • Desired – We hope you have some experience with procurement in a public or private agency and some knowledge and experience with design-bid-build and alternative contracting methods.
  • Experienced – You have three (3) years of experience in construction, procurement, contract development and/or contract administration.
What else you need to know:
  • Security Requirements - Transportation Worker Identification Card (TWIC) is required within the first three months of employment.
  • Work Environment – This work will take place in a hybrid remote/in-office setting at Management’s discretion.
  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Flexible start and end times are available in this role.
  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
