Job Description
  • Frequent districtwide, statewide, and out-of-state travel.

  • Attend regular design meetings for multiple projects, participate in design charettes conducted by district and review design drawings during design process and provide markups.
  • Ensure design professionals and third-party consultants complete appropriate job site supervision and reporting.
  • Skill in the application of the application of construction; building codes; space planning; reading blueprints and schematics; conducting on-site inspections of all district facilities; organization, communication, and interpersonal relations.
  • Visit all assigned construction projects at frequent intervals to assure plans, specifications, codes and regulations are being observed and followed.
  • Ability to compose material such as detailed reports, work-related manuals, publications of limited scope or impact and to make presentations outside of the immediate work area.
  • Ability to make decisions which have significant impact on the department’s credibility, operations and services.
  • Monitor safety regulations and ensure compliance on all construction projects.
  • Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting.
  • Ability to formulate complex and comprehensive materials such as legal documents, authoritative reports, official publications of major scope and impact and to make formal presentations.
  • Plan and oversee the operational and financial activities of construction projects, including defining project scope, developing and monitoring schedules, monitoring budget controls, administering operating procedures, responding to questions concerning construction issues, ensuring accuracy of estimates for future work, and tracking project information.

  • Coordinate delivery of projects, including competitive sealed proposal (CSP), construction management at risk (CMAR), design-build and job order contract.
  • Investigate reports of faulty workmanship or materials and take appropriate action under terms of the guarantee.
  • Review and analyze annual demographic reports and provide feedback and recommendations for facilities to support forecasted changes.
  • Ability to compute, analyze, and interpret complex statistical data and/or to develop forecasts and computer models.
  • Participate in meetings involving district, community, governmental agencies regarding construction projects.
  • Knowledge of, and strict adherence to, building construction techniques; board policies and due dates; TQM/Continuous Improvement principles; local and state building codes, state public school construction rules/regulations including but not limited to TEA facility standards for public schools; Texas procurement statutes; municipal ordinances, interlocal development agreements; standard contract forms and documents used in the delivery of design and construction services including but not limited to AIA contract forms, general and supplemental conditions documents, change orders, submittals, and transmittals.
  • Often operates a computer and other office productivity machinery (i.e., a calculator, copy machine, and computer printer).

  • Coordinate procurement process and schedule design services using consulting pool of request for qualifications (RFQ) process and serve as technical advisor on RFQ or RFP to Purchasing Department in developing questionnaires and technical content, scoring responses and conducting interviews of respondents.
