Job Description

Job Title:Construction Project Manager

Pay Schedule:ATSP, Lane 4

FLSA Status:Exempt

Reports to:Supervisor of Construction

JOB SUMMARY

Assists in the development, coordination and management of the construction of school facilities.

ESSENTIAL JOB FUNCTIONS

  • Participates in the preparation of Educational Specifications for CIP Projects with the Facilities Planner, Construction Planning Committee, school system staff and outside county agencies.
  • Manage school construction projects from feasibility through completion through professional and competent construction management practices.
  • Coordinates technical details for development of construction documents relating to school construction projects.
  • Establish and manage construction schedules to achieve critical completion dates for schools to operate.
  • Continuously tracking and updating project budgets through Microsoft Excel.
  • Works cooperatively with the school administration, Purchasing, Operations and Plant Maintenance Departments, and construction staff in determining project descriptions, budget development, and preparation of construction documents and execution of school construction projects.
  • Assists the Purchasing Department in the development of Request for Proposals for Architectural/Engineering and Construction Management Services and serves on the selection committee.
  • Performs other duties as assigned.
  • Provides assistance to individual schools and related school groups with the design of school improvement projects.
  • Participants in the development of design standards and administrative procedures for school construction projects.
  • Prepares monthly report updates for submission to the Board of Education.
  • Manages the development of concept plans, schematic design, and design development documents for school construction projects.
  • Inspects projects at regular intervals to ensure compliance with plans, specifications, and codes.Coordinates ongoing and final inspections by governmental agencies.
  • Prepares documents for submission to the Maryland Public School Construction Program in accordance with the Administrative Procedure Guide.
  • Reviews and makes recommendation for payment of invoices and certificate of payments submitted by contractors, testing laboratories, consultants, etc.


MINIMUM REQUIREMENTS

  • A Bachelor’s degree in architecture or engineering or related fields and/or has demonstrated comparable Construction Management (CM) experience in the construction industry.A degree or certification in CM is preferred.
  • Outstanding verbal and written communication skills.
  • Ability to coordinate the preparation of drawings and specifications for the construction of school facility projects.
  • Ability to operate various computer software programs including Microsoft products and construction management software such as ProCore.
  • Possession of a current license as a professional architect or engineer in Maryland preferred.
  • Thorough knowledge of the principles and practices of architecture, commercial and institutional construction, and renovation practices; construction specification standards, and construction specification preparation guidelines.
  • Knowledge of County and State sediment control and storm water management regulations and building codes.
  • Seven (7) years (preferred) of experience in construction project management related to major construction projects.Experience with school construction is preferred.

  • Ability to work independently, work a flexible schedule and travel throughout Carroll County using personal vehicle
  • Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes
  • Ability to write clearly, concisely, and descriptively
  • Ability to provide leadership and stability to field staff for program continuity
  • Knowledge of software applications such as Word, Excel, and PowerPoint
  • Ability to establish and maintain cooperative and effective working relationships with children, parents, staff, community members and other professionals
  • Ability to lead adult groups; provide training and technical assistance to administrative and clerical staff
  • Ability to work with persons from diverse backgrounds
