Overall Description
The Construction Department Manager will manage multiple field superintendents and other construction managers to lead the construction organization within an active chemical facility. Overall staffing level depends on site construction activity, with a mix of direct and contract staff currently sitting at 4 field superintendents and 2 construction managers, managing $20-30MM of activity per calendar year. This position will report to the site Capital Projects Manager.
This Includes But Is Not Limited To
This role will manage the workload of direct reports, conduct near and long-term staff planning, and help develop and implement construction management policies and practices. At times this person may be tasked with directly managing the construction of projects themselves. Beyond overall team management, this role will also be involved in the construction planning of all projects.
  • Developing the overall construction schedule.
  • Determining the overall construction execution plan (phasing, contract types, etc..)
  • Determining appropriate QA/QC plans.
  • Conducting constructability reviews
  • Performing estimates or task analysis for the construction management portion of work.
The construction organization is responsible for elements of commissioning, such as facilities acceptance and turnover. This role will be required to manage others to properly inspect, punch, and close out work and contracts. Demonstrating that construction of facilities, equipment, installations, have meet the contract requirements and is safe for startup. This does not include performance testing or product/process validation, which is handled by others.
Safety Leadership
Ability to develop, drive, and maintain a strong safety culture is a key component of all construction organizations. This role should be able to understand and implement elements of a strong construction safety program including:
  • How to perform and write/issue JSA’s or Work permits.
  • Leading indicators of safety, and turning audits into practical action
  • Knowledge of OSHA and Industry safety practices
  • How to conduct safety audits
Experience & Skills Desired
Experience managing multiple construction teams - superintendents and other construction managers, to execute projects simultaneously on an industrial / process site. Prior CM experience in refinery, chemical, or heavy industrial facilities is preferred. Ability to communicate and present construction updates, issues, and metrics to Plant Management for project and program delivery.
Knowledge or experience with any or all of the following:
RFI’s, submittals, change Orders, AIA Construction Contracts, bid packages / RFP’s, schedule of values, approving progress payments, insurance types and levels, contract types, cost tracking against budget line items, monitoring quality, monitoring conformance to drawings, reporting performance.
Must Be Able To Read Or Understand
  • Architectural plans
  • Wiring diagrams and single line diagrams a plus
  • P&ID’s
  • Isometric piping drawings
  • Equipment drawings
  • 2D and 3D layouts
  • Steel erection drawing
  • Civil plans / site and foundation details
