This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.


The Audit & Compliance Unit completes an objective and independent analysis of financial, administrative and programmatic processes, assists the Executive Director’s Office and department division’s program and fiscal management in the efficient and effective delivery of services and fulfillment of the mission. Audit and compliance objectives and the required auditing vary for the type of audits performed. The unit performs internal audits, investigations, reviews, and evaluations at the request of management, as directed, or on a self-initiated basis. The internal unit provides technical assistance and recommendations to the department and specific programs and works with external auditors and monitors, and compliance of subgrantees and subrecipients. Description of Job


This position is responsible for the regulatory compliance and fiscal monitoring for the Department. This requires the position to conduct financial subrecipient monitoring reviews and oversight of fiscal and statutory requirements in accordance with federal and state regulations, Office of the State Controller’s (OSC) guidance, and Department Standard Operating Procedures. This position exists to determine if funds have been expended in a manner consistent with applicable federal and/or state laws, regulations, policies, and contract provisions and to comply with legislative requirements in federal and/or state laws.


What You Will Be Doing


Designs strategy, systems, processes, guidelines, rules, and standards that are mission critical and directly impact CRSP’s ongoing operations and programming. This position supervises the staff coordinating initial resettlement services and the data management staff. The position assures CRSP is in compliance with relevant federal regulations and federal partner policies as they relate to initial resettlement programming. Ensures CRSP in compliance with all required state and federal reporting requirements.


  • Follow established procedures to review fiscal monitoring and regulation to determine if there are relevant findings that impacts the programs and make recommendations to management on any management decisions that must be distributed in alignment with federal regulations. For recipients that do not require a Single Audit, reviews attestation forms to ensure its accuracy.
  • Follow the subrecipient monitoring plan for financial oversight and making recommendations for changes to the plan as necessary.
  • Assist with changes to the scope, procedural changes, and review tools and tests for the financial reviews conducted by the unit.
  • Conduct financial reviews of recipients, such as Community Centered Boards, Counties, and child care providers, recipients and subrecipients.
  • Ensure that all monitoring activities and financial reviews comply with all applicable Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, Code of Federal Regulations (CFR); OSC guidance and Generally Accepting Accounting Principles (GAAP).
  • Determine methods to maximize individual or team performance, solve operational problems, or respond to training needs.
  • Perform other duties as assigned
  • Utilize established processes, Generally Accepted Government Auditing Standards (GAGAS) and GAAP when conducting all reviews.
  • Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
  • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.
  • Provide specific examples of regular, ongoing decisions made by this position related to this duty.
  • Identify training and developmental needs, and provide training as needed.
  • Establish work schedules, review and approve worktime and absences.
  • Request financial status and financial documentation from recipients/entities to conduct an annual risk assessment to determine level of monitoring each fiscal year.
  • Provide feedback and coaching, write performance plans, and sign performance evaluations.
  • Review independent financial statements to determine if a recipient/entity has outstanding audit findings, identify potential concerns with internal controls, and overall financial stability of the recipient.
  • Determine how to address problems or conflicts in a timely, effective, and appropriate manner or to resolve disputes.
  • Complete financial monitoring of expenditures to ensure compliance with state and federal fiscal policies and statutes.
  • Recommend promotions and changes in pay, submit personnel or position actions.
  • Determine performance objectives and the appropriate feedback and coaching or mentoring for each employee supervised. Determine the justification and supporting documentation to the reviewer for below or above standard performance ratings.
  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent CDEC on various standing or ad hoc committees.
  • Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
  • Determine and adjust priorities, workloads, and schedules to meet deliverables and deadlines.
  • Determine the quality and quantity of work for employees supervised.
  • Develop monitoring and compliance infrastructure for programs/plans and for regulatory compliance.
  • Communicate verbally and in writing with partners, including providers and stakeholders.
  • Review and recommend new or revised internal operating processes and procedures.
  • Determine assignments to implement new initiatives or projects while maintaining the flow of ongoing activities.


Minimum Qualifications

Bachelor’s degree from an accredited institution in accounting, auding, business management, finance, or closely related field


AND


Two years of professional experience in financial compliance.

  • Knowledge of and experience with the Colorado Operations Resource Engine (CORE) or similar governmental financial management system

  • Demonstrated ability to maintain confidentiality and exercise tact, discretion, and sound judgement
  • Prior experience supporting and ensuring compliance with Federal and State contracts, grants, and funding streams
