Description
- CSUMB provides pay scales representing its good faith estimate of what the university reasonably expects to pay for this position. The pay offered to a selected candidate will be determined on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, and CSU systemwide pay for comparable jobs.
- Maintain accurate records on security awareness and crime prevention programs and presentations.
- Transmit the campus' report of hate crimes and noncriminal incidents of hate violence to the system-wide Clery Compliance Officer
- Develop, coordinate and provide training on reporting protocols for Campus Security Authorities.
- Serve as the institution's designated "Campus Safety Survey Administrator," as that term is explained in the Department of Education correspondence.
- Clery Act and California AB 1433:
- Administer in-person training for Campus Security Authorities and key institutional stakeholders.
- Create and maintain a standard operating procedure for counting and classifying Clery-reportable crimes.
- Develop and coordinate the institution's Clery Act Compliance program.
- Develop and update institutional policies required for Clery Act compliance.
- Review and follow-up as necessary on all reported incidents
- Identify conflicting policies and procedures between campus departments to resolve and revise accordingly as required by the Clery Act.
- Serve as training administrator for online training databases.
- Regularly meet with the Chief of Police and key university administrators to identify needs and report progress on program efforts.
- Reconcile Clery-reportable crimes from various sources for disclosure accuracy.
- Manage Timely Warning protocol.
- Assess, evaluate and document reports from Campus Security Authorities, local law enforcement, the University Police Department, and campus adjudication processes.
- Prepare, publish, and distribute the Annual Security and Fire Safety Reports.
- Understand the basic requirements of the Drug-Free Schools and Communities Act and ensures the Annual Security Report meets its requirements.
- Work collaboratively with University Personnel and department leadership to identify job classifications with functions that meet the definition of Campus Security Authorities
- Covert state law and local ordinances to Clery-countable offenses for Clery Act Primary Crimes
- Notify Campus Security Authorities of their mandated reporter responsibilities as required by federal law.
- Compliance Liaison
- Reconcile state law and local ordinances for weapons, drug abuse, and liquor law violations annually and track changes to articulate changes in crime classification.
- Biannually review positions held within campus partner departments to identify Campus Security Authorities.
- Serve as the campus' record custodian for Clery Act reports and audits along with training materials and training records of participants
- Communicate with Campus Planning and Design, Facilities Services and Operations and other campus stakeholders to track campus safety improvements for reporting compliance with AB 1433.
- Collaborate with Emergency Management and University Affairs to ensure compliance with the "Emergency Notification" requirements of the Clery Act.
- Evaluate case narratives to determine statistical disclosure and use noticeable trends to develop learning objectives for future training.
- Keep abreast of all aspects of the compliance program, including proposed changes or amendments to the standards, assessing the impact of changes on current policies and procedures of the University.
- Coordinate and assign tasks for the Clery Compliance Committee to include developing project objectives.
- Organize and lead the Clery compliance Team (CCT)
- Campus Security Authority Identification/Training:
- Prepare, publish, and distribute the Annual California Safety Plan Report as required by California Assembly Bill 1433.
- Assigned to work with any Department of Education representative for the purposes of campus safety/Clery Act program reviews.
- Ensure notices announcing the availability of the Annual Security and Fire Safety Reports.
- Performs other duties and special projects and serve on other campus committees as assigned.
- The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
- Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.
- This position will have a duty to report to the Campus Title IX Officer information pertaining to victims of sex discrimination, sexual harassment, sexual misconduct, dating/domestic violence, and stalking as required by CSU Executive Order 1095 .
- This position has been designated as a sensitive position with: access to and responsibility for detailed personally identifiable Level 1 confidential information about students, faculty, staff or alumni that is protected, personal or sensitive as defined in the CSU Information Security Data Classification Standards ); control over campus business processes, either through functional roles or system security access.
- May require occasional evenings and/or weekend work.
- All offers of employment are contingent upon the successful completion of a background check (including a criminal records check).
- This position is designated as a Campus Security Authority (CSA). The position is required to participate in training at the direction of the Clery Director and must also promptly report allegations of reportable crimes according to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, its accompanying regulations; the California State Education Code, Chapter 15.5, of the Donahoe Higher Education Act, Section 67380; and the California State University system-wide policy, Code EO 1107.
