Minimum Qualifications:
Education: Advanced Degree in business or public administration, engineering, law, urban or regional planning, or economics, accounting, or a related field required supplemented by five years of progressively responsible experience to include lead or supervisory experience and ten years of experience in the field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid State of Georgia driver's license
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to perform duties related to managing and administrating County operations by providing strategic planning and executive leadership by assisting in the development and preparation of short-term and long-range plans and budgets for assigned operational departments, and providing recommendations and advice on issues affecting internal government operations. This position reports to the County Manger.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Oversees the administration of County departments within the Public Safety, Health and Human Services and Infrastructure Services clusters of the government; achieves budgeted results and other strategic criteria in accordance with established policies, goals, and objectives established by the Board of Commissioners; assists in the development and preparation of short-term and long-range plans and budgets for assigned operational departments/agencies based upon organizational goals and objectives; appraises and evaluates operational activities of departments/agencies and provides reports to the County Manager and Board of Commissioners on needs/issues affecting internal services; oversees and monitors outsourced functions and services of the operational departments/agencies;
Provides strategic planning and executive leadership to ensure achievement of the County's mission and objectives: collaborates with the County Manager, department heads, and appointing authorities in planning, organizing, coordinating, and implementing programs to address matters affecting internal operations; directs the development and implementation of procedures and internal controls to ensure compliance with federal, state, and local regulatory laws; coordinates special projects assigned by the County Manager and other officials as required; develops, implements, interprets, and enforces rules, regulations, policies, and procedures; ensures proper administration of the County's capital/operating budgets; follows principles and practices of public administration, strategic planning and budget development; follows laws, rules, and regulations governing municipal operations; adheres to theories and principles of governmental finance. Establishes and maintains effective working relationships with other County personnel, officials, and the general public:
communicates with diversified individuals and groups; meets and communicates with citizens and various professional, business, and community groups to answer inquiries and secure assistance and support in executing various County programs; confers with officials of various federal, state, city, county, and/or other governmental agencies

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of logical or scientific thinking to implement both intellectual and practical relationships; involves responsibility for consideration and analysis of complex organizational problems of major conceptual functions.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization.
