Minimum Qualifications:
Bachelor's Degree in Public Administration, Information Technology, Computer Science or a related field required; supplemented by five years of progressively responsible experience in managing large-scale information technology operations to include lead or supervisory experience and ten years of experience in the field.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to define, plan, and direct the activities of the Information Technology Department and to serve as the County's Chief Information Officer.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Directs the County's IT operations and activities: develops, plans, and implements long and short term strategic plans, goals, and objectives for the County in the area of information technology services and systems; evaluates performance of current services and systems in relation to growing needs of the County; evaluates effectiveness and identifies needed changes, modifications and/or enhancements; develops plans for implementing changes to include lifecycle plans that identify the order, timing and priority of system changes such as upgrades, new programs, etc.; recommends changes to current technology systems or applications in order to meet organizational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.
Provides general oversight of departmental operations: develops, recommends, updates, and implements department policies and procedures; reviews efficiency and effectiveness of operations, methods, processes, and procedures; implements needed improvements; manages department resources; designs and implements new and revised systems to ensure effective and efficient service delivery; ensures department activities comply with established policies and standards.
Develops and administers the departmental budget: provides oversight for the acquisition of information technology equipment, products, and services, to include budget planning, procurement, and contracting; forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; manages the acquisition and use of granted funds for various information systems.
Consults with County Board of Commissioners, County Manager and other officials to review department operations/activities, review/ resolve problems, receive advice/direction, and provide recommendations: attends and provides testimony at BOC meetings regarding department issues, including forecasting County information technology capacity needs and proposing policy changes; provides reports, documentation, and presentations to officials and staff members as appropriate.
Serves as a liaison to external service providers and other agencies: coordinates activities with outside agencies such as Georgia Technology Authority (GTA), Georgia Bureau of Investigation/Georgia Crime Information Center (GBI/GCIC), National Center for State Courts, municipal governments, etc.
Meets with the general public to explain or discuss departmental activities, including information systems that affect County citizens and the role of information technology.
Serves as the chairman of the Fulton County Records Committee: develops and implements policies regarding record retention; attends and facilitates meetings; ensures committee activities comply with all federal, state and local laws related to records retention and data security.
Serves as Emergency Support Function Coordinator during emergency incidents: supports the restoration of the communications infrastructure: facilitates the recovery of systems and applications from cyber-attacks: coordinates County communications support to response efforts during incidents.
Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase knowledge of network operations; attends conferences, workshops, and training sessions as appropriate.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including bid specifications, contracts, systems reports and human resources reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including strategic plans, business plans and budget documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates or uses various equipment and supplies in order to complete work assignments: operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with County officials and administrators, supervisor, other employees, clients, third party service contractors, the public and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
