Job Description
Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities The NCTC's Directorate of Intelligence (NCTC/DI) is seeking an experienced GS-15 senior analyst or analytic manager to serve as the Chief of Analytic Innovation, responsible for leading the DI's efforts to increasingly integrate data analytics, technical targeting methodologies, and multi-INT collection strategies into strategic and tactical finished intelligence. This position requires the talents of a motivated self-starter with excellent interpersonal skills who can work collaboratively with analysts, managers, mission partners, and mission enablers across ODNI and the IC to ensure officers have the tools, resources, and training to produce the highest quality finished intelligence. This position will oversee and manage the DI's analytic training effort and its intelligence educators. Serve as a Senior Advisor to DI leadership on technical tradecraft, data analytics, targeting analysis, and analytic advancement; advocate for DI priorities, resources, and capabilities. Review finished intelligence products and research proposals for adherence to sound analytic and technical tradecraft, as well as scientific standards. Lead cross-Center efforts to establish or refine business processes to improve analytic workflows and tradecraft, access to data and appropriate tools, and timely dissemination of analysis. Develop the substantive analytic and management skills of subordinate employees and supervisors, and contribute to the broader corporate mission of the organization. Ensure seamless cross-Directorate collaboration on identity, network, and threat analysis. Guide targeting and data advisory boards; lead implementation of tradecraft, training, tools, and data initiatives to address workforce needs. Coach managers on driving analytic innovation and identify training gaps; establish and lead training programs to enable analysts to creatively apply data-driven methodologies. Identify and develop advanced analytic and collection strategies to address critical gaps. Oversee DI's Innovation Cell to better align data and technology strategy with analytic advancement goals. Serve as DI's lead advocate for tool and data access to enable analytic mission, to include development of analytic workflows in NCTC's Next Generation systems. Effectively coordinate with IT, data, compliance, and legal counterparts to rapidly enable capabilities. Build and cultivate partnerships across ODNI and the IC to advance DI's strategic vision for technology innovation, data-driven analysis, and identity/network analysis. Interface with internal and external elements to identify and leverage existing technologies to advance mission. Lead strategy development and implementation for analytic innovation, including developing and measuring key performance indicators (KPIs) to advance NCTC's strategic objectives. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Expert knowledge of the ODNI, NCTC, and Intelligence Community roles and capabilities. 5+ years of leadership experience in the U.S. Government and/or a large corporation. Proven track record of success collaborating in a fast-paced team environment. Superior communication and interpersonal skills, including the ability to exert influence with senior leadership and communicate effectively at all staff levels. Superior innovative and results-oriented leadership effecting transformation, intelligence integration, and strategy development. Superior experience writing and reviewing finished analytic intelligence products. Demonstrated analytical and critical thinking skills, including superior ability to think strategically and produce clear, logical, and concise intelligence products. Superior ability to lead and promote the development and use of a broad range of methodological tools and approaches to research, analyze, and present data. Expert knowledge of targeting tradecraft and extensive knowledge of USG targeting efforts from analytic, operational and technical components. Expert analytic and critical thinking skills, including superior to think strategically; superior ability to effectively express complex, multi-discipline ideas and insights verbally and in writing to a variety of audiences up to and including senior leadership.
