Job Description

Pappas Rehabilitation Hospital for Children (PHRC), operated by the Massachusetts Department of Public Health (DPH) is seeking a visionary and strategic clinical administrator to serve as Chief Nursing Officer (CNO). This experienced nurse leader will be responsible for the day-to-day clinical operations of a Joint Commission accredited, pediatric hospital predominately serving children and young adults (ages 7–22+).

The CNO will oversee and guide a multidisciplinary team of nurses and respiratory therapists, driving excellence in patient care across our hospital. Collaborating closely with the CEO, Chief Medical Officer, and CCO, the selected candidate will be a driving force for nursing services, implementing cutting-edge practices, and refining operational workflows. Leadership will extend to fostering a collaborative and efficient work environment, where quality improvement is paramount, and innovative solutions are embraced.

Please note: This is a full-time position. This position will be part of the Administrative on-call rotation.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide strategic leadership and supervision to ensure that nursing care and clinical operations meet established standards.
  • Develop policies and procedures which reflect current, evidence-based nursing practice standards, consistent with regulatory agency requirements.
  • Lead patient needs assessment, nursing diagnosis, and clinical management coordination.
  • Consult with managers and staff on patient care issues, providing advisory solutions.
  • Develop effective staff workflows to ensure consistent implementation of best practices.
  • Establish metrics for patient care evaluation, facilitating quality improvement.
  • Lead quality improvement planning, implementation, and evaluation for nursing practice.
  • Analyze clinical incidents to identify opportunities for enhanced patient care.
  • Integrate cutting-edge technology and trends to improve service quality.
  • Ensure ongoing staff adherence to care standards through training and education.
  • Participate in hospital committees, utilization review, and treatment teams for patient care optimization.
  • Promote a positive, supportive, and patient community-centered culture for all staff, managers, other departments, patients, families and visitors.
  • Exercise final authority over nursing staff decisions, treatments, and services.
  • Manage scheduling, staffing adjustments based on acuity, and census.
  • Conduct supervisory sessions, performance evaluations, and provide consistent support to direct reports.
  • Collaborate with senior leadership, contributing to staffing decisions and strategic planning initiatives.
  • Serve as a member of the senior leadership team and as an on-call administrator.

Preferred Qualifications:
  • Master’s degree in nursing strongly preferred.
  • Minimum of five (5) years senior-level management experience within a hospital/healthcare environment, including a minimum of three (3) years of significant supervisory and managerial responsibilities.
  • Demonstrated experience with scheduling and ensuring staffing levels meet all requirements.
  • Knowledge of the principles and practices of management, including supervision and performance feedback, planning, budgeting, organizing, directing, motivation, controlling and decision making.
  • Ability to manage a diverse workforce including bargaining unit environment; ability to embrace diversity as a strategic advantage.
  • Specialized experience in pediatric or rehabilitation nursing, demonstrating a comprehensive understanding of the unique needs and challenges of children and young adults with disabilities.
  • Knowledge of Joint Commission Standards and CMS Conditions of Participation.
  • Substantive knowledge of the guidelines of Quality Improvement in healthcare.
  • Utilization of Human Resources in a creative/flexible manner within constraints of union labor contracts.
  • Experience in guiding teams through organizational change, fostering a positive and adaptable work environment.
  • Organizational skills and the ability to motivate and supervise staff, analyze complex problems and issues, and design workable solutions.
  • Thoroughness, independence, and excellent written and oral communication skills.
  • Strong technology skills including Microsoft Office products such as Word, Excel, PowerPoint, Teams and Outlook; experience working with electronic medical records systems.

This position requires the selected candidate to be a Registered Nurse (RN) licensed in the Commonwealth of Massachusetts.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the (A) required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the (A) required experience.
