Position Information
The University of Maryland Eastern Shore invites resumes for a Chief Information Officer (CIO) reporting to the Vice President for Administration and Financial Services. The position is full-time, exempt with full State of Maryland benefits including 100% tuition remission for you, your spouse and dependents. The CIO will be responsible for providing leadership and vision for the strategic planning, operations, integration and implementation of information systems and services at a vibrant and diverse university on a path toward R1 status. UMES is located in Princess Anne, Maryland, a small but bustling rural community near coastal beaches and all desired amenities. Salary is based on experience and qualifications.
The CIO is responsible for information technology as well as academic and administrative computing systems that support UMES’s dynamic institutional goals. The CIO directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and regional economic development. This includes evaluating our existing technologies and processes considering our need to serve our campus, and surrounding community. The CIO will serve as the university’s principal technology leader responsible for academic, research, administrative, security, and infrastructure technology resources and services. The CIO will have the responsibility for innovating and driving the impact of advanced information systems technology on teaching and research within a diverse environment. The CIO will be an active and contributing member of the university‘s management team and committed to making changes necessary for future growth and success.

Responsibilities
Essential Duties/Responsibilities:
  • Coordinates and manages all Information Technology and Administrative and Academic Computing operations. Envisions, articulates, plans, develops, implements, maintains, monitors, evaluates and changes organization-wide strategic information systems as necessary.
  • Participates in vendor contract negotiations for all new computer equipment and software purchased for the University.
  • Negotiates with campus service provider partners, both internal and external, to ensure UMES’s service levels are being upheld.
  • Must be seasoned in preparing for and working with multiple IT audit teams performing their function almost constantly.
  • Assess and anticipate technology projects and recommend appropriate action and resources.
  • Develops and implements a customer focused technology platform serving the entire organization in every aspect. This includes designing, establishing, and maintaining a network infrastructure for local and wide area connectivity and remote access that exceeds the needs of faculty, staff and students.
  • Must be able to strike a balance between being the chief innovator at the institution, while being vigilant about assessing risk and what controls need to be in place for cybersecurity and data privacy.
  • Provides technology strategic and operational guidance to the entire organization.
  • Supports teaching, learning, scholarship, and project management operations, as well as engaging faculty, students, staff, in the use of technology for reaching learners in all phases of their journey.
  • Maintains close relations with University of Maryland College Park, related to support of campus ERP (Finance, HR and SIS) systems.
  • Leads all UMES IT staff toward a common vision, aligning with the goals and mission of the university.
  • Must be a passionate experienced leader who can develop creative ways to retain excellent staff and attract new staff in a rural setting.
  • Performs other related duties as assigned.
  • Advises administration and department heads on new approaches to best fulfill the campus mission.

Required Qualifications
  • Bachelor’s degree in information technology, computer science, or a similar discipline. (Note: Individuals with degrees outside of the US may be subject to verification. Verification of degree is the responsibility of the candidate.)
  • Ten years of progressively responsible IT leadership experience.
  • Creative in efficiently and effectively building operational resources that best support the institution in partnership with the University System of Maryland.
  • Significant Information Technology leadership experience and specialty expertise in one or more of the following technical areas: Instructional technology, Infrastructure, Networking, and Administrative systems design and development in Higher Education.
  • Knowledge of current IT trends and policies in an Academic setting.
  • Exhibit the leadership ability and experience to establish and articulate a clear vision for IT.
  • Must be able to demonstrate strategic IT thought leadership, build great stakeholder relationships and clearly communicate the vision for information technology at UMES.
