Job Description
The Chief Information Officer, School of Medicine (SOM) will deliver information technology (IT) strategy and policy across the school. Implements the overall technical direction and standards for the school. The position will have management responsibility for technical strategy, including enterprise IT architecture, business architecture, operations, database warehousing, project/application development, technical support, systems administration and integration. Oversee the school’s information technology standards, management of technical products; technical innovation; and architecture governance.

Essential Functions:
  • Define requirements for new technology implementations and/or projects and communicate them to key business stakeholders.
  • A track record of outstanding management that demonstrates financial acumen, organizational sophistication, superb listening skills, and high emotional intelligence.
  • Formulate and develop the technical vision and strategy for evaluating and implementing appropriate technologies for the SOM. Ensure interfaces are with other affiliate IT systems.
  • Initiate recruitment, development, retention, and organization for IT staff, temporary staff, and consultants in accordance with objectives and personnel policies.
  • The ideal candidate must possess an understanding of and appreciation for the complexities of a university academic and health system environment; the roles and relationships of faculty, staff, clinicians, and students; and the diverse needs for technical support in a comprehensive university and health system ecosystem at scale.
  • Oversee the technical operations for the IT departments within the school, including all IT resources. Develop, track, and control the IT departments’ annual operating and capital budgets.
  • Serves on ITAAC Committee and works to identify IT initiatives identified by ITAAC

  • Define and communicate corporate procedures, policies, and standards for the SOM for implementing and operating new technologies.
  • Remain up to date on regulatory requirements: FISMA, HIPAA, FDA CFR-21, Conflict of Interest to appropriately direct enterprise application development and enhancement and ensure technical operations are aligned with regulations.
  • Collaborate with the enterprise IT members to develop, build, and maintain strategy for of long-term enterprise technology capabilities and a technology plan that supports school and campus needs.
  • Serve as the primary person to coordinate SOM IT projects. Works with external, affiliate, local, national institutions, and agencies on IT projects that establish collaborative relationships, strengthen trust, and facilitate the sharing of technical resources to improve systems and security, and enhance access to applications and resources for customers whose job responsibilities may cross organizations. Represent the SOM on multiple committees and project planning teams.

  • Represent the SOM on IT Leadership Committees across UMB, FPI, UMMS, and USM
  • Development of policies and procedures to support regulatory changes
  • Ability to engage substantively with faculty and staff and respond effectively to their needs and concerns.
  • Develop a vision and strategic priorities for the role of technology across the enterprise. As the architect of IT across UMSOM, the CIO is responsible for developing a vision for the role of technology across the enterprise and establishing the strategic initiatives to realize the vision. Working in consultation with senior leadership, faculty, staff, clinicians, and the broader University of Maryland School of Medicine community.
  • Analyze and improve upon technology standards across the school to maintain a technological and competitive edge within the market. Remain up to date on new technologies and regulatory requirements.
  • The CIO is the advocate for information technology across the school, university, and health community, and the leader of the IT at the University of Maryland School of Medicine.
  • Help Desk operations
  • The CIO must be an effective and compelling communicator within the school and across the broader university and health community in clarifying the strategic vision, opportunities, choices, and costs to senior administration and in sharing the institution's capabilities, recommendations, policies, and decisions within the community.
  • Assessing and communicating risk associated with IT investments and by directing business case justifications and cost/benefit analyses for IT spending and initiatives to meet the financial requirements of the organization.

  • Experience within higher education, academic medical centers and/or other relevant organizations undergoing industry transformation; a business orientation and perspective.
  • Further advance IT security across the school, university, and health community.
  • Lead strategic technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
  • Ensure continuous progress is made in application development deliverables and project timelines.
  • Conduct research to remain current and knowledgeable regarding industry trends and emerging technologies in anticipation of new business processes and system alterations.

Qualifications

Education: Master’s degree in information technology, computer science, or related field.

Experience: Twelve (12) years of experience that demonstrate a thorough knowledge of the field, leadership, management, and administration on information technology in progressively responsible positions. Prior experience as a senior IT leader managing and/or directing the IT operations in an academic setting preferred.

Supervisory: Six (6) years of direct supervision and management.

Hiring Range: $261,000 - $290,000 (Commensurate with education and experience)
