Job Description

Job Summary
The overall purpose of the position is to provide strategic and operational leadership to Information Technology. The incumbent is primarily responsible for ensuring the global IT portfolio serve the diverse needs of staff, institutions, volunteers and members in areas that include cyber security, enterprise architecture, digital enablement, e-commerce, telecommunications and networking, user services, enterprise systems, strategic communications, applications development, mobility, data strategy, cloud strategy, business continuity IT readiness, innovation, operations, IT process automation and cost optimization.

The incumbent is responsible for providing strong vision and leadership to ensure the organization effectively leverages technology to achieve and maintain a sustainable competitive advantage and drive business value. The incumbent will partner with members of the Management Council to develop, set, and maintain the overall business and technology strategy and blueprint for associated technology systems, information & data analytics, and infrastructure. The CIDO will be responsible for ensuring overall quality in the delivery of all technology services to the business. The successful candidate will seek synergies across business functions, establish shared infrastructures, common systems and increased use of technologies and digitalization to support business processes.

The CIDO will also be responsible for maintaining a technology environment for IEEE that is cost effective, secure, and reliable. The incumbent will be responsible for bringing major information technology issues or risks before appropriate leadership team members, including recommendations for policy changes and strategic initiatives to adequately address the issues. The CIDO will be accountable for ensuring that IT projects of all sizes are delivered on time and within budget in an environment where execution requires the close collaboration of business and IT teams.

The role manages directly an operating expense budget of $50 million and indirectly another $10 million of OUs projects. The incumbent has the authority to sign for $100,000 without a co-signature. Within the purview as CIDO, they may authorize disbursements up to $250,000. The CIDO may execute numerous contracts up to $5 million in budgeted funds with a co-signature of either the CFO or the Executive Director.

The role reports to the IEEE Executive Director & Chief Operating Officer and is a member of the Management Council, IEEE's executive leadership team. The CIDO oversees an operating unit of 152 regular employees in the US and a global team of 23, which includes 10 direct reports. The role also provides oversight for other OU IT teams and a number of IT consultants. This position has full autonomy on overall business strategy, day to day operations and business deliverables but consults the IEEE Executive Director & COO for major strategic decisions that affect the whole organization.

Key Responsibilities
  • Ensures a strong customer service orientation within the IT organization and develop an environment that is attentive to user services capability;
  • Lead technology to influence business strategy, translate business strategy into technology strategy and operational plans. Lead across technology and external vendors to apply the right resources to achieve the business strategy. Create and drive forward the Information Technology Roadmap - the plan describing specific business & technology platforms in alignment with staff, volunteers, and OU IT organizations
  • Advises and counsels volunteer and staff leadership - develops trusted, effective relationships across staff, executive management through communication, collaboration and understands the business well enough to effectively advise internal clients on the use of technology as an enabler for advancing quality, efficiency and effectiveness that will impact IEEEs mission
  • Provides significant leadership in negotiating and establishing enterprise-wide technical policies and standards; coordinate security and compliance
  • Identifies, analyzes, and/or resolves IT contract negotiations and approval, Technology project progress and audit questions and challenges, compliance issues involving policy, internal controls, and regulations/laws (US and foreign), timelines with regard to projects within his/her management oversight, adherence to metrics, and complex organizational issues, ranging from re-organization of departments and business units
  • Set and manage vendor strategies/arrangements across onshore/offshore providers, software/hardware vendors. Effectively partner with outsourced IT partners to ensure that there is an authentic partnership in place and to help drive optimization and business outcomes within the vendor environment
  • Provides administrative and technology advice and counsel to the Executive Director, Board standing committees (including budget planning and process), Board Ad Hoc committees and Office of the Presidents
  • Recruits, develops, and motivates a superior services organization that is customer focused and driven toward excellence in performance and execution;
  • Provides one-on-one and staff interface with vendors, legal counsel, elected officials, volunteers, and members
  • Ensures secure and efficient management of IEEE technology systems; Maintain a high level of proficiency of industry knowledge and provide best practice for new technologies and platforms that may be transferable to IEEE in order to improve IT and IEEE’s performance.
  • Oversees broad-based technology management including the execution of high-impact, enterprise-wide, strategic programs or initiatives.
  • Aligns IT risk management with company-wide risk management
  • Serves as profit and loss fiduciary steward for an operating unit in line with IEEE’s financial goals and objectives
  • Ensures operating unit’s adherence to organization-wide policies, practices, and standards
  • Oversees management of technology projects and goals, regulatory compliance, internal controls, administrative, financial, and analytic services, member and customer service
  • Identifies, evaluates, and guides the introduction of new and emerging technology for IEEE assimilation in order to support business needs; drives technological innovation
  • Capitalizes upon aspects of the IEEE environment to build a productive and rewards-oriented environment
  • Provides a core computing and communications resource for all IEEE activities that meets the interrelated goals of increased efficiency and effectiveness;
  • Collaboratively analyzes IT issues that represent different / competing interests
  • Oversees OU staff and partners with department managers in managing their performance and career development
  • Develops, directs, and executes strategic objectives for the operating unit in accordance with IEEE business goals and needs

Qualifications

IEEE seeks an accomplished executive with a persuasive leadership style and customer-facing abilities who is not afraid to "roll up their sleeves" and lead as a "player/coach." The CIDO will be expected to influence the leadership of the organization and will therefore bring strong executive presence, versatility and personal technical and industry credibility. Candidates should possess an outstanding record of leadership experience and accomplishment and thrive in an environment that emphasizes speed, agility and efficiency.

IDEAL EXPERIENCE

12-15 years of experience designing and managing IT operations for large financial services, insurance, government or complex professional organizations with global stakeholders

Must be able to resolve business challenges stemming from changing business models and financial, operational and strategic goals/objectives. Demonstrated experience managing the provision of cloud/web-based services rather than a raised-floor data center.

Strong leadership experience is required. Must have experience managing staff and a track record of motivating, coaching and developing team members. Ideally, has managed a team of more than 150 individuals and $50 million+ budget.

Experience setting a practical technology vision with a strong understanding of cloud computing and modern services

Must be able to comprehend technology journals, financial reports, regulatory documents and journals, professional journals, the IEEE Constitution, Bylaws and policies and procedures and reports of IEEE staff and volunteers.

Ability to foster the integration of cross-functional teams to achieve business goals

Ideally, leads with an inclusive management style, open communication and solution-based problem solving.

Holds a B.S. in computer science, computer engineering, information technology or a related technical field. An M.B.A. or advanced technical degree is a plus.
