Chief Information Officer
Location: Cleveland OH
Salary: 175K to 200K Bonus 15%
Essential Functions:
Demonstrate the values and guiding principles of company's each and every day, performing with the highest standards of excellence, integrity and ethics.
· Develop an IT vision, strategy, and a roadmap, and lead the IT team and its business partners in effective execution.
· Proactively advise the senior management team on the emerging technologies and digital trends that are most relevant to the agency's goals and evolving needs.
· Serve as HIPAA security officer responsible for leading and establishing an integrated cyber security program, associated capabilities, tools, and services to identify, protect, monitor, detect, respond, and report.
· Help determine capital investment parameters, priorities and risks for agency-wide IT initiatives to maximize the return on investment.
· Ensure, on an ongoing basis, that current and planned technical architecture, investments and solutions are aligned with agency business objectives.
· Prepare and monitor IT operational budgets that meet prevailing objectives and constraints.
· Build strong relationships with programs/regions and their leaders across the agency, and develop a detailed understanding of their issues, challenges and opportunities.
· Establish metrics for managing IT effectiveness and for measuring the impact of IT on the business.
· Maintain oversight of all IT projects, ensuring that commitments are properly planned, staffed, monitored and reported.
· Lead the design and implementation of an agency-wide disaster recovery and business continuity plan.
· Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.
· Review, recommend, and oversee all vendors and managed service agreements for computing, telecommunications, IT services, and equipment.
· Lead, coach, and mentor assigned direct reports, as well as oversee and uphold performance standards and the level of accountability within the department
• Create and sustain an organizational culture that fosters inclusiveness and equity.
· Exhibit positivity, flexibility and a willingness to take on new responsibilities as requested or required.
· Demonstrate positive leadership, promote an inclusive work environment and present the Agency in the most positive light with all internal and external contacts.
Education & Experience:
· Bachelor’s Degree preferred.
· 10+ years of experience in a combination of risk management, information security and information technology fields.
· 5 years in a leadership position in a complex, geographically diverse environment is preferred/required.
· Experience managing a large outsourcing partnership.
· Demonstrated ability to design and implement comprehensive approaches to cyber security and risk management.
· Experience designing and managing an effective IT governance framework across the spectrum of IT service delivery.

· A strong background in operational and capital finances, AI and IT budget development.
• Knowledge and demonstrated experience of relevant legal and regulatory requirements, such as HIPAA Privacy & Security and other CMS regulations and guidelines.

· Ability to customarily and regularly exercise discretion and good professional judgment
• Flexible; able to work days, evenings, and/or weekends, as desired to meet the needs of clients
• Strong organizational skills; able to handle multiple priorities with strict attention to detail and perform work independently.
• Possess a valid Ohio Driver’s License with a safe driving record and valid insurance.
· Successfully meet pre-employment drug screen, physical exam and pre-employment background requirements.
