Job Description

Description of Primary Responsibilities

  • Ensures all Directors function at the performance level expected as outlined in the organization's published characteristics of a high level director and that they are setting comparable high standards for their management teams.
  • Oversees assigned division(s) performance to ensure it is in line with strategic and operational goals.
  • Responsible for strategic visionary planning, leadership and overall performance of a functional area/functional areas of the organization.
    • Provides feedback to the President & CEO to assist in the development of the organization’s operational goals, ensuring they are in line with and aid in the achievement of the strategic goals.

    • Proposes, monitors, and maintains staffing and budget expectations for department(s).
    • Works through staff to meet Network goals and expectations and understands that staff/department/division obtainment of such, as a total unit, is a reflection of their performance as a Chief.

  • Directs the development, preparation, and presentation of finance reports to the FHCN Board of Directors. This includes, as appropriate:
    • Annual operating and capital budget and financial forecasts
    • Detailed financial statements, including AR Aging reports
    • Site level and hospital productivity reports
    • Cash flow and investment forecasts
    • Other relevant reports.

  • Directs the development, preparation, and presentation of internal finance reports to FHCN management. This includes, as appropriate:
    • Annual operating and capital budget and financial forecasts

    • Provider and site productivity and utilization reports

    • Various financial analyses, including cash flow forecasts
    • Cost savings or revenue growth proposals and analyses
    • Other Reports as needed.

  • Establishes management information systems and reporting systems in conjunction with the appropriate departments.
  • Responsible for reviewing, revising and implementing accounting policies and procedures to ensure compliance with acceptable accounting standards.
    • Maintains established accounting systems.

    • Works to submit and finalize any FQHC Cost reports and/or Change in Scope filings for FHCN with the California Department of Health Care Services (DHCS). Directs the rate setting audits and the informal and formal appeals process.

  • Responsible for assisting the Deputy CEO with developing, communicating, executing, and sustaining corporate strategic initiatives.

Professional & Technical Knowledge:

  • Requires a Master’s Degree (MHA, MPH, or MBA) or equivalent education and experience in health care, business, public health administration, public administration, or related field.
  • Performance of the duties and responsibilities of the job requires five to seven years of progressively greater leadership experience that demonstrates significant business, financial, and grant administration acumen.
  • Job duties require an understanding of the trade/profession at a level that allows the employee to select methods for others to use (from those already in existence in the profession).

Technical Skills:

  • Ability to create highly complex documents in Microsoft Word, including linking multiple files and embedding objects linked to other documents.
  • Ability to use advanced functions of Microsoft Excel, such as to create and manage databases, including creating standardized reports, or link multiple worksheets and workbooks.
  • Ability to develop sophisticated presentations in Microsoft PowerPoint, including the use of embedded objects, transitions and other elements.

Licenses & Certifications:

  • CPA preferred

Communications Skills:

  • Job duties require the employee to effectively communicate their opinions and extrapolations of information they collect and synthesize/analyze.

Min Salary Rate: $252,081.10
Max Salary Rate: $403,329.75
