Description of Job


The Colorado Department of Corrections is recruiting for a dynamic leader at the Corrections Training Academy (CTA). The Training Academy is responsible for identifying and providing employee development and training needs, developing and implementing a Department strategic plan to ensure a meaningful learning and training environment focused on the Department's mission, goals and objectives. This position provides professional oversight for the Department's Staff Development and Training operations and programs to include new and existing employee training, planning, directing, setting priorities, evaluating, and resource allocation and utilization.


The Primary Duties And Responsibilities Are As Follows
  • Elements of supervision include providing documentation to support PMP actions, signing performance documents, and resolving informal grievances.
  • Oversees employee succession development and implementation in coordination with Human Resources;
  • Administers Training Academy annual budget allocation, formulates and defends budget request; administers annual line item appropriate for community college training program to include the negotiation of annual training agreement and contracts with outside vendors; plans the allocation and utilization of resources for department-wide training programs and operations and signature authority on all purchase requisitions.
  • Directs development and authorizes implementation of approved annual training mission, goals, objectives and priorities;
  • Evaluates effectiveness and identifies adult learning strategies that will improve training academy operations and infrastructure to ensure appropriate delivery of services and programs Department of Corrections employees;
  • Consults with department administrative heads and outside resources, sharing researched information, for proven trends and practices to be explored;
  • Oversees and directs the Basic Training program which includes; directing the implementation of in-service training, staff development, maintaining employee training records, developing curriculum and procedures, establishing calendars and schedules, event planning, and providing oversight of student lodging and per diem;
  • Formulates, implements and updates Department Training regulations, standards and procedures, monitors for compliance, resolves issues and directs remedies;
  • Graduation from an accredited college or university with a bachelor's degree in Business Administration, Business Management, Education, Criminal Justice, Sociology, Public Administration, Psychology or related field. Unofficial transcripts showing the college/university name, student name, degree, and date conferred/awarded must be submitted with the application in order to receive credit.
  • Partners with professionals, consultants, stakeholders, staff, and management with sensitivity to their needs building strong partnerships across the organization and between divisions and units;
  • Consults and collaborates with the expert from identified fields appointing authority in authorizing or rejecting Department Training curriculum; granting certification or removing certification of training instructors; evaluates for legal regulatory and standards compliance and overall quality of content; directs modification and remedies as needed;
  • Management and oversight which includes establishing administrative processes and programmatic guidelines;
  • Develops and implements Department strategic staff training program plan to include training mission, goals and objectives, priorities, needs, and constraints;
  • Signature authority for actions and decisions that directly impact pay, status, and tenure of assigned professional staff.
  • Provides oversight of the CTA hiring process, interviews applicants, and makes hire, promotion, and transfer decisions in collaboration with the appointing authority.
  • Provides oversight to ensure the development of staff in professional, correctional practices, enhancing skill set and increasing the knowledge base of employees as it relates to effective offender management;
  • Provides management and supervision of professional training staff, correctional trainers, technical and support staff;
AND
  • Six (6) years of professional correctional, criminal justice, detainment or institutional management experience. Experience must include a comprehensive understanding of function and structure of correctional, organizational management, as well as the application of principles and best practices. The experience must include:
  • Two (2) years of administrative management experience which included development and implementation of organizational management strategies in training and adult learning practices; establishing goals and objectives; and planning, development and implementation of policies and budget necessary to achieve the mission and goals of an organization or program.

Substitutions
  • A combination of work experience which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.
  • A Masters Degree in Business Administration, Business Management, Education, Criminal Justice, Sociology, Public Administration, Psychology or related field may substitute for the general experience on a year-for-year basis.

Preferred Qualifications
  • Hands-on experience creating and implementing successful training programs;
  • One (1) year of curriculum development experience;
  • Experience in developing strong partnerships with stakeholders from all organizational divisions and units;
  • Experience developing professional programs;
  • At least two (2) years supervising professional-level staff: Supervision is exercising span and control over subordinate staff within the professional series to include coaching, mentoring, daily monitoring, performance management (planning, reviewing and evaluating), resolving complaints/grievances at the informal level, responsibility for scheduling and leave approval, and providing input that could affect pay, status, or tenure.;
  • Outstanding communication, presentation and leadership skills;
  • Bachelor's Degree in Training and Development;
  • One (1) year experience in one of the following:
  • Experience working for a large organization;
  • Demonstrated understanding and ability to create and implement new innovative training programs.
  • As a 2nd level supervisor. Second level supervision is defined as supervising operations and subordinate supervisors; making decisions that impact the pay, status and tenure of subordinate staff.
  • Experience developing succession training programs;
  • Detailed knowledge of traditional and modern training techniques and curriculum development;
  • Experience developing and implementing leadership and employee programs;
  • 2+ years of experience as a Training and Development Director or Manager or related position;
  • Program coordination which included developing, assessing, and evaluating an education or staff training program.
  • Possess the physical ability to successfully complete Defensive Tactics;
  • Swing a baton in a striking technique;
  • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
  • Get down on one or both knees and up again with multiple repetitions;
  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
  • Stabilize another person to accomplish a controlled take down;
  • TB (tuberculosis) screening is required of all new employees upon hire.
  • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
  • Have NO felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The CDOC shall not hire nor promote anyone who may have contact with an offender who has engaged in sexual abuse which includes acts, activity, and sexual behavior, in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.
  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;
  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
  • Willing and able to travel;
  • Must be 21 years of age;
  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
  • Possess a valid driver’s license;
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
