This term-limited position is funded through 09/30/2026. The continuation of the position beyond this time depends on the availability of the grant funds. This posting may fill other similar positions in the same class including some permanent regular and term-limited positions.

The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. Description of Job


Division of Housing - Office of Homeless Initiatives


Division of Housing's (DOH) Office of Homeless Initiatives (OHI) exists to create and maintain solutions towards resolving homelessness across Colorado, including increasing access to quality, sustainable supportive housing. OHI partners with state and local service providers and agencies to provide affordable housing opportunities for persons experiencing homelessness with complex needs: i.e., behavioral health conditions, disabling conditions, veterans, youth, and persons experiencing long-term homelessness with frequent utilization of public systems.


Campus Programs Specialist


The Campus Programs Specialist serves the Division of Housing’s three campus programs, which provide an array of homelessness response services, programming and housing. These include the Fort Lyon Supportive Residential Community (Ft. Lyon), Ridge View Supportive Residential Community (Ridge View) (SB22-211) and Denver-Metropolitan Regional Navigation Campus (Denver Navigation Campus) (HB22-1378).


This position will assist the Campus Manager with contract management, contract monitoring, and program oversight for the Denver-Metro Navigation campus(es), the Fort Lyon Supportive Residential Community campus and Ridge View Supportive Residential Community campus to include developing and publicizing program guidelines, providing


guidance to local government and nonprofit agencies, ensuring program requirements and federal rules and regulations are adhered to, decision making regarding program and project eligibility, managing and maintaining distribution of grants effectively, and overseeing accounting and audit functions for the administration of grants and contracts.


Additionally, the position will work to further the efforts of the OHI towards ending homelessness for special populations, including the management of other grants and partnerships for special populations (veterans, youth, families, persons with disabilities, ex-offenders, and/or chronically homeless). The position will focus on expanding the OHI’s impact through strategic partnerships in order to provide additional permanent housing opportunities for Colorado’s most vulnerable citizens.


Job Duties


The job duties of this position include, but are not limited to the following;


Contract Management and Monitoring


This position will manage programming grant agreements and contracts at the Division


The Core Elements Of The Programs Include


of Housing two new campuses programs that provide an array of homelessness response services, programming and housing. These include the Fort Lyon Supportive Residential Community (Ft. Lyon), the Ridge View Supportive Residential Community (Ridge View) (SB 22-211) and Denver- Metropolitan Regional Navigation Campus (Denver Navigation Campus) (HB 22-1378).


  • Conducting ongoing monitoring of the work of DOH grantees and contracts.
  • Overseeing budgets, reviewing and submitting pay requests, developing agreement amendments or option letters, and monitoring contract performance measures.
Program Development


This position will develop program guidelines, policies, and materials for the Metro


Navigation Campus, the Ft. Lyon campus and Ridge View campus to ensure the law is being met and the program is implemented fairly, consistently, and efficiently.


  • Uses feedback from grantees, contractors and applicants as well as guidance through the law to create or adjust policy guidance on program implementation.
  • Develops and implements processes for ensuring accuracy, data quality, and no duplication of benefits across programs.
  • Communicates guidelines and policies to grantees, contractors and applicants through regular meetings, written communications, FAQs and the DOH website.
  • Develops guidance on how contractors and grantees should implement policy changes in their workflow.
Technical Assistance


This Position advises and provides guidance to multiple grantees/contractors/subcontractors


on various technical issues relating to procurement procedures, and program requirements.


  • Interprets and develops program rules, state laws, and guidance when providing technical assistance to the program customers and provides expert advice to ensure understanding of the applicable program regulations, policies, and laws. Position will evaluate the performance of contract agencies and the effectiveness of their programs.


On-site monitoring


This position will conduct on-site administrative quality control, ensuring housing and


shelters meet health and safety inspections to detect possible violations of local habitability code, HUD housing quality standards (HQS).


  • These inspections include client files,data reports, as well as programmatic service components.
  • Based upon the monitoring findings, writes monitoring compliance letter with regards to state and federal requirements and requests that the contractor remedy the identified issues.

Must meet one of the following or any combination of experience/education to meet the qualifications:


Option 1


Six years of experience in community organizing and managing resources for individuals experiencing homelessness or vulnerable populations.


This includes lived/volunteer/professional experience that demonstrates skills in one or more of the following areas:


  • Using customer service skills to provide technical guidance and advice to contractors or grantees.
  • Implementing interpersonal skills to collaborate with different organizations, or local groups, to identify and organize on shared community goals around homelessness and recovery.
  • Using your analytical skills to review and manage government grants and contracts.
  • Using analytical skills to conduct data analysis to drive program improvements.
  • Reading and interpreting statutes and regulations related to housing and/or homelessness.


OR


Option 2


A Bachelor's degree in Social Work, Political Science, Human Services, Public Health, Planning, Sociology, Public Administration, Business Administration, or other closely related field as determined by the department.


AND


Two years of experience in community organizing and managing resources for individuals experiencing homelessness or vulnerable populations.


This includes lived/volunteer/professional experience that demonstrates skills in one or more of the following areas:


  • Using your analytical skills to review and manage government grants and contracts.
  • Using analytical skills to conduct data analysis to drive program improvements.
  • Reading and interpreting statutes and regulations related to housing and/or homelessness.
  • Using customer service skills to provide technical guidance and advice to contractors or grantees.
  • Implementing interpersonal skills to collaborate with different organizations, or local groups, to identify and organize on shared community goals around homelessness and recovery.
OR


Option 3


A Master's degree in Social Work, Political Science, Human Services, Public Health, Planning, Sociology, Public Administration, Business Administration, or other closely related field as determined by the department.


AND


One year of experience in community organizing and managing resources for individuals experiencing homelessness or vulnerable populations.


This includes lived/volunteer/professional experience that demonstrates skills in one or more of the following areas:


  • Reading and interpreting statutes and regulations related to housing and/or homelessness.
  • Using customer service skills to provide technical guidance and advice to contractors or grantees.
  • Implementing interpersonal skills to collaborate with different organizations, or local groups, to identify and organize on shared community goals around homelessness and recovery.

Option 4


A Doctorate degree in Social Work, Political Science, Human Services, Public Health, Planning, Sociology, Public Administration, Business Administration, or other closely related field as determined by the department.

Preferred Qualifications


The preferred candidate will possess the following qualifications;


  • Experience or training in project management related to housing, substance use recovery or homelessness,
  • State of Colorado work experience developing technical guidance for program stakeholders,
  • Experience in program performance management and evaluation.
  • Experience developing policies, guidelines, and materials for program participants of housing, substance use recovery or homelessness programs,
  • Experience managing and monitoring grants and contracts of housing, substance use recovery or homelessness programs,
  • Experience providing services to homeless populations and/or persons in substance use recovery,
