Job Description
Position Summary : Collect, analyze, and deliver business requirements and test scripts for Montgomery County Police software. Participate in process reengineering and testing of a new set of business processes and tools. This includes the creation of AS-IS and TO-BE documentation and MS Visio diagrams.


Responsibilities


  • Gather critical information from meetings with various stakeholders and produce useful reports.
  • Document current AS IS and TO BE business flows.
  • Serve as a liaison between stakeholders and users while prioritizing initiatives based on business needs and requirements.
  • Perform requirements analysis and evaluate business processes, uncover areas for improvement, and participate in developing and implementing solutions.
  • Conduct meetings and presentations to share ideas and findings.
  • Elicit requirements using interviews, requirements workshops, storyboards, surveys, business process descriptions, use cases, scenarios, event lists, business analysis and/or task and workflow analysis.
  • Document test scripts and perform data validation testing to the application can operate more effectively.
  • Ensure solutions meet business needs and requirements throughout SDLC and perform user acceptance testing.
  • Create documents to outline proposed changes and the steps involved.
  • Documenting findings, conduct meetings and presentations to share ideas and effectively communicate results of your efforts insights and plans to cross-functional team members and management.
  • Ensuring changes are made and contribute to training and support for people affected by new systems and processes.
Required


  • Exceptional analytical and conceptual thinking skills.
  • Fluency in Microsoft applications including Visio, Word, Excel, and Outlook.
  • Minimum of 5 years of experience in business analysis and software quality assurance.
  • Current with modern approaches to automation testing and requirements traceability.
  • Excellent planning, organizational, and time management skills.
  • Ability to influence stakeholders and work closely with them to determine acceptable solutions.
  • Excellent documentation skills.
  • Bachelor's degree in business or technology related field or an MBA.
  • Experience creating detailed reports and giving presentations.
Deliverables:


  • As-is and to-be process documentation and Visio diagrams.
  • Delivery of the business requirements and test scripts for Montgomery County.
  • Successful Implementation of RMS system inclusive of all modules, all integrations, interfaces, training, development, testing, build and documentation.


Desired


  • Experience performing, and advanced knowledge of, Quality Assurance and Project Management activities.
  • Business Analyst Certification (IIBA certification or equivalent)
  • Experience working with Law Enforcement or Criminal Justice Systems
