Job Description

Duties

In a developmental capacity and under close supervision, as a Business Analyst (Recent Graduate), you will:

  • Perform system troubleshooting and data analysis, corrections and resolutions.
  • Perform maintenance, configuration and usage of assigned modules and applications, including system testing
  • Participate on project teams, collaborating with peers in application development, and business intelligence for software upgrades, enhancements, and new functionality implementation, and process improvements.
  • Determine and document the impact of process changes for the process owner.
  • Facilitate and coordinate processes internal to the PE organization related to systems change management, decision making, and other processes.
  • Provide analytical planning and support for processes, information, and applications delivering business capabilities to the Energy Efficiency program,

To be eligible for the Recent Graduate program you must be a:
  • Recent graduate who has completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. -OR-
  • Student who within nine months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated. -OR-
  • Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.
CONVERSION REQUIREMENTS: Pathways Recent Graduates are converted to a term or permanent position upon program completion. This is not automatic nor guaranteed. Conversion is at the discretion of the hiring manager and employing office. To be eligible for conversion to permanent or term position, a Recent Graduate must:
  • Be a U.S. citizen;
  • Successful completion of 1 year of continuous service;
  • Complete all training and development requirements within the 1-year appointment period;
  • Demonstrate successful job performance;
  • Meet the OPM qualification standards for the position to which converted;
  • Receive a recommendation for conversion from the first-level supervisor; and
  • Meet agency-specific requirements, as specified in the Participant Agreement.
  • Relocation (PCS) is not authorized for this vacancy; however, relocation/recruitment or other incentives may be paid in accordance with federal regulations and in consideration of budget availability for a highly qualified candidate; determined upon selection.
  • A Recent Graduate may be converted to the highest General Schedule (GS) grade level qualified for at time of conversion.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position is defined as: Applying technical knowledge of Information Technology (IT) principles, methods and practices; for example 1) conducting systems testing and evaluation, or 2) requirement analysis.
You may substitute education for specialized experience as follows:

  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
  • Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
