Work Unit


This work unit exists to provide a comprehensive pre-employment background investigation program for the Colorado Department of Human Services (“CDHS”), as it is the intent of CDHS to minimize the potential for hiring and employing persons with a propensity toward abuse, assault, or similar offenses against others for positions that would provide them with unsupervised access to vulnerable persons. Provide information for interpretation of background statutes, function as CDHS authority in background screening program development, operation, and updates. Develop, train, and facilitate the CDHS substance abuse and drug testing program for applicants for positions working within CDHS. Responsible for conducting all background checks, analyzing the results, and communicating such to those who need to know.

Description of Job



This position exists to provide technical assistance by using judgement, technical knowledge, computer skills, and employing research tools available to the Department employees, agencies and public through the interpretation of laws, rules, policies and procedures, and processes directly related to background investigation functions. Assists the Background Investigation Unit (BIU) manager and other BIU employees by applying knowledge of and/or interpreting information and advise/educate others on technical background investigation issues or matters. Researches and draws on learned knowledge to exercise judgement in providing quality customer service. The position reviews and makes recommendations to overall content, order, and format of background investigation procedures and processes. Delivers solutions to internal and external customers in a timely, accurate, and highly understandable format to ensure the continued success of the BIU.


Job Duties Include, But Are Not Limited To


  • Assisting the Background Investigation Unit (BIU) supervisor and other BIU employees by applying knowledge of, interpreting information, and advising others on technical background investigation issues or matters
  • Delivering solutions to internal and external customers in a timely, accurate, and highly understandable format to ensure the continued success of the BIU
  • Researching and drawing on learned knowledge to exercise judgment in providing quality customer service
  • Reviewing and making recommendations to overall content, order, and format of background investigation procedures and processes


Minimum Qualifications


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Four (4) years of full-time experience performing employment background checks. Experience must include pulling and interpreting police and court reports as well as reading and interpreting CBI records and other CJIS information to determine employment eligibility.


Substitutions


A bachelor's degree from an accredited college, university or non-correspondence school in Human Resources Management, Human Resources, Communication or Business Administration, may substitute for the required experience on a year-for-year basis.


Preferred Qualifications


  • Demonstrated problem solving and critical thinking skills; ability and motivation to develop creative solutions to complex, interpersonal, process, and systemic challenges.
  • Demonstrated proficiency with multiple information technology systems.
  • Experience with G-suite applications
  • Working knowledge of State personnel board rules, federal, state, and local employment laws, regulations, statutes, and rules.
  • Initiative & self-management; the passion and ability to dive into the work and accomplish tasks within established timeframes; ability to multitask and produce quality results evenly.
  • Excellent written and oral communication skills.
  • Working with confidential employment records and information
  • Demonstrated ability to provide outstanding customer service and develop productive working relationships with all stakeholders.
  • Strong sense of professionalism and proven ability to maintain confidentiality with sensitive and private information.
  • Ability to adapt and thrive in a changing work environment; ability to accept and manage new challenges and opportunities.
Conditions of Employment


The successful candidate in this position must be willing and available to submit to the following conditions:


  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
  • Must be willing to submit to and able to successfully pass a standard background check.
  • Completed reference check.
  • Travel may be required to attend trainings and meetings.
