Job Description

About the role:

Under administrative direction, performs work with broad managerial and strategic responsibilities of considerable difficulty and sensitivity in planning, organizing, directing, and coordinating administrative and operational activities of university supply chain reporting departments including procurement and materials management, and supervising all aspects of department staff. Acts as deputy procurement officer for the university. Reports to the Vice President University Business Services.


Essential Duties:

• Provides strategic leadership and direction for the procurement and materials management supply chain operations including oversight of and participation in planning and forecasting.

• Responsible for oversight of financial performance and achievement of financial goals, cost savings, and development of new revenue sources.

• Oversees the development and implementation of metrics and measurements for analysis and planning.

• Ensures development of long- and short-range goals to strategically align the department goals with overall goals of the university.

• Oversees procurement and materials management operations ensuring operations are in accordance with university guidelines and sound business practices while providing optimum service to the university community.

• Oversees the conception and implementation of strategic sourcing initiatives and develops, maintains, and publishes criteria for measuring the financial and operating impact of those initiatives; tracks all resulting savings clearly and consistently.

• Manages vendor performance and relationships to ensure that University-wide product and service agreements provide agreed-upon benefits and value and that vendors comply with pricing and other contractual terms and conditions.

• Provides leadership for campus-wide procurement and oversees education of university purchasers of the value of strategic procurement.

• Performs all state and ABOR procurement officer work responsibilities under the direction of the Chief Procurement Officer.

• Oversees and participates in planning, developing, and administering department budget.

• Oversight of negotiation process, vendor performance techniques and dispute resolution process.

• Utilize strategic initiatives to engage companies at the corporate level in order to secure enterprise/corporate agreements.

• Reviews all formal solicitation protests and contract claims and provides appropriate university response.

• Oversees the development of procurement policies and procedures in accordance with Arizona Board of Regents policy, state and federal laws and ensures compliance with these laws and regulations.

• Identifies issues which may impact the department, resolves problems and directs measures to improve the effectiveness and efficiency of the department.

• Responsible for the financial success of multiple cost centers through cost containment and developing new revenue sources; forecast, plan, and oversee multiple operational and capital projects; manage financial statements.

• Directs and oversees the development and evaluation of department programs.

• Develops objectives and activities based on department goals.

• Manages and supervises staff to ensure ongoing effective, high-quality delivery of services and programs; determines and takes appropriate performance management steps including separation of employment.

• Monitors and maintains effective internal controls.

• Interprets and applies pertinent rules, regulations, policies, and procedures set forth by the university or other governing agencies.

• Responsible for the development and management of the university’s Small Business and Diversity Program.

• Oversees development and implementation of training and orientation programs to inform university community of significant policies and procedures of the department.

• Advises university officials on administration of major service contracts.

• Responsible for mediation and resolution of contract claims or controversies.

• Acts as a liaison with faculty, advisors, administrators, and staff from both the university and external agencies.
