Job Description
Position Summary

This position is a member of the Finance department and performs a wide variety of professional, technical, and administrative tasks in the administration of the City's audit and control programs; coordinates, plans, and performs independent and objective financial, operational, and program audits, investigations, and surveys; determines compliance with prevailing laws and regulations, identifies opportunities to strengthen internal controls, and locates operational deficiencies; analyzes proposals; responds to requests for information and analysis of the City's budget and programs; conducts independent fiscal and policy research; prepares and documents all audit work performed in accordance with Generally Accepted Government Auditing Standards (GAGAS); and provides complex administrative support to staff as required.

Examples of Essential and General Responsibilities

Essential and other important responsibilities and duties may include, but are not limited to, the following:
  • Stay abreast of new trends and innovations, legislation, regulations and policies, in the field of auditing, accounting, forensic and fraud financing, quality controls, and other related areas to recommend and adjust procedures to maintain current knowledge and ensure compliance with prevailing laws.
  • Assess and document the reliability of internal control systems through inspection, interviews, and analytical procedures.
  • Assist in implementation of audit recommendations and system design of various City functions and operations.
  • Perform related duties as assigned.
  • Review departmental operation to determine if management goals and objectives are achieved and desired results are accomplished.
  • Assist in the performance of special investigations and other management studies, as directed; collect evidentiary data through interviews, observations, and questionnaires.
  • Conduct audit planning, execute fieldwork at various sites, and document audit steps in working papers.
  • Conduct audits of City operations, programs and activities; evaluate actual versus projected outcomes; identify areas of risk; recommend functional and operational changes needed to improve the economy, efficiency and effectiveness of City government services and programs.
  • Attend and participate in meetings, make presentations at interdepartmental, interagency, committees and professional meetings, attend Council meetings, as assigned.
  • Research and analyze data and information relative to budgetary issues, policy and fiscal effects of proposed legislation, and prepare economic project analysis.
  • Conduct analysis of City revenues and expenditures; evaluate internal and external controls; ascertain compliance with applicable policies and regulations.
  • Maintain written documentation of all findings; assist departmental staff in implementing recommendations; prepare written reports, presentations, and communications in accordance with Generally Accepted Governmental Auditing Standards (GAGAS); maintain files and electronic records.
  • May assign, monitor, and provide professional and technical guidance to staff engaged in operation, maintenance, and control of relevant activities, assignments, and projects.
  • Review and examine management policies and practices; study and evaluate individual operations to determine economical/efficient utilization of resources.
  • Develop and document accounting procedures; review and determine impact of new accounting and auditing standards; assist with implementation; incorporate changes in financial reporting standards into individual fund and Annual Financial Report templates; communicate changes in standards and impact of changes to other staff and departments.
  • Serve as a resource to employees, management staff, outside agencies; respond to inquiries, request for information and assistance; prepare letters, agendas, and reports; provide guidance on sensitive and often confidential issues; develop and maintain effective relationships.

Minimum and Preferred Requirements

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. (One year of work experience is the equivalent of 12 months of full-time work. "Full-time work" means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12 months.) Qualifications noted as "desirable" or "preferred" are not included as part of the minimum requirements.

Experience:
  • Three (3) years of increasingly responsible full-time experience conducting performance, compliance, operations or program audits in accordance with professional auditing standards in a public or private industry is required.
  • Previous experience performing audits in a Public Agency environment is highly preferred.
  • Advanced proficiency with Microsoft Word, Excel, and Outlook is preferred.
Training:
  • A Bachelor's degree from an accredited college or university with major course work in accounting, finance, economics, public or business administration, or a related field; or any combination of education and experience that provides equivalent knowledge, skills, and abilities is required.
License or Certificates:
  • CGAP (Certified Government Auditing Professional) Certification or equivalent is preferred.
  • Possession of, or ability to obtain, a valid California Driver License with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years) is required.
  • CFE (Certified Fraud Examiner) Certification or equivalent is preferred.
  • Designation as a CPA (Certified Public Accountant) or CIA (Certified Internal Auditor) is highly preferred.
Special Requirements:
  • Must successfully complete a pre-employment background investigation, physical, and drug screen.
  • Incumbent will be enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides information on the incumbents driving record and driving record status on a periodic basis to the City.
