Job Description

RTI’s Justice Practice Area has an opening for an Associate Regional Program Specialist to support technical assistance projects in the area of policing and criminal investigations targeted to state and local agencies. This position will provide full-time support to the National Missing and Unidentified Persons System (NamUs). This position will require coordinating with federal, state, and local law enforcement, collecting and tracking metrics, and providing other relevant technical support. The successful candidate will provide daily assistance to NamUs regional program specialists in the areas of vetting new users, reviewing and publishing new case entries, developing NamUs training programs, facilitating analytical and forensic services, and ensuring proper documentation in NamUs cases. 

 

  • Contribute to business development through successful completion of project work in terms of quality, timeliness, cost/efficiency, and client satisfaction, to ensure follow-on work.
  • Build and maintain data files.
  • At the request of regional program specialists, review NamUs case entries for the completeness and appropriateness of information that will be disclosed to the public through NamUs publication, communicating with entering parties and making revisions to case data as necessary.
  • Gain exposure to scientific stature activities by attending internal RTI-sponsored presentations and learning seminars and job-related local workshops.
  • Provide daily assistance to NamUs regional program specialists in the areas of entering new NamUs cases, enhancing data on existing NamUs cases, and facilitating analytical services.
  • Assist with the research and review of published and web-based information sources.
  • Assist other project leaders in identifying ways to enhance or expand the existing project and to develop new project opportunities.
  • Participate in NamUs training events and/or curriculum development as assigned.
  • Coordinate and assist with the analysis of executive level interviews.
  • Coordinate and assist with other research projects.
  • Review and proof own work for accuracy and completeness.
  • Write proposal sections of limited technical complexity and gather background information to support proposal efforts.
  • Contribute to and/or prepare portions of technical memoranda, reports, and presentations.
  • Work individually or as part of a project team.
  • Contribute indirectly to proposals by responding to requests for resume preparation, charts summarizing project experience, technical graphs and tables, and background information, etc.
  • Anticipate problems before they arise, assess potential risk, and develop contingency plans.
  • Do not deviate from planned task scope or schedule without consulting a supervisor or project manager
  • Gather background data and information to support proposal and project efforts.
  • Contribute to the expansion of the division's, unit's and institute's research and project portfolio.
  • Promote RTI's technical capabilities to internal and external clients through project and pre-proposal and/or proposal contracts.
  • Prepare standard reports, budgets, and monitor project costs.
  • Properly document all NamUs cases that are closed, archived, or deemed unfounded for review for inclusion in statistical reports related to the effectiveness of the NamUs program.
  • Maintain files to document work performed, including calculations, spreadsheets, memoranda, references, reviewer comments, etc.

 

Minimum Qualifications:

  • Successful candidates must meet federal requirements to obtain moderate security or public trust security clearance from Office of Justice Programs which includes being a US Citizen.
  • Bachelor’s degree in the field of criminal justice, criminology, sociology, physical science, forensic science and/or closely related field.

Preferred Qualifications:

  • Preference to candidates that have experience in data mining, descriptive analyses, and advanced Excel functions (e.g., Pivot tables).
