Job Description

This position manages internal and external communications for the Utah Education and Telehealth Network. UETN is a business unit of the University of Utah responsible for the state’s education and telehealth IT infrastructure and associated services including KUEN public television. The incumbent in this position develops and implements communications projects to maintain brand identity and promote UETN’s public service statewide mission. Participates in preparing department budgets and in setting department goals. Ensures continuity and quality customer service at community events and conferences. Builds internal capacity for communications across the organization. Responsible for written and online reports, annual report, style guide, compliance reports, award and grant applications, and other related communications and PR activities.

Responsibilities
1. Design and produce strategic communications consistent with organizational objectives.
2. Supervise assigned staff members and interns including recruitment, performance evaluations and retention of staff. Balance work assignments across staff.
3. Oversee communications and PR activities, including conferences and summits, conference sponsorships, booths, community events, news releases and statements.
4. Establish and maintain UETN’s style guide and associated procedures for quality control and brand consistency.
5. Understand and promote the diversity, equity, inclusion and accessibility practices and policies of the University and UETN. Assure communication assets and activities are inclusive and respectful of UETN’s statewide constituency.
6. Manage assigned budgets and capital assets. Oversee a coordinated process for determining the ROI and level of participation for numerous communications events. Supervise UETN collateral and print materials, booth supplies, event sponsorships and other funded PR activities.
7. Create and offer a regular schedule of training opportunities and resources to build communications capacity, consistency, and quality across the organization (e.g., templates, taglines, FAQs, presentation slides, image and story banks, apps and mobile reference guides).
8. Oversee management of the organization’s master communications calendar. Oversee production of calendar highlights for meetings and online. Coordinate PR activities and events to maximize public perception of UETN and judicial allocation of resources including staff time.
9. Ensure compliance with communications-related federal and state regulations including postings for open meetings. Oversee the written guide for broadcast regulatory compliance and EEO reports. Educate others about compliance requirements, communicate deadlines and procedures to associated staff to ensure timelines are met.
10. Establish internal objectives and implement procedures to meet goals. Track performance measures and report on communications activities such as earned media, media mentions and other measures of impact. Develop social impact logic models for grants and other projects.
11. Understand and utilize the Public Media Community Engagement Handbook, principles of journalistic and public media editorial integrity, and the editorial policies of UETN leadership, Board and University.
12. Oversee production of written reports including UETN’s Annual Report, performance reports, award applications and recognition, and other written projects. Maintain clearances for copyright, creative commons, and licensed communications assets.
13. Support a coordinated approach to grant prospecting and aid writing teams as requested. Provide copyediting support for grant proposals. Manage writing for UETN award applications and proposals.
14. Provide leadership for teams of staff and external partners implementing communications activities such as media campaigns and software related to communications.
15. Represent UETN with partner organizations and groups focused on communications from higher education, K-12, government, and other community groups. Continue to improve UETN’s communication practices based on new research, industry developments, and technical advancements.
Problem Solving
This position supports communications for a wide variety of situations. A major task for this position is to understand the needs of the internal business units, budget and regulatory constraints, and customers and determine what products and services should be provided to meet those needs.
Comments
The incumbent must be proficient in making daily operational decisions in assigned area to ensure compliance of current regulations and guidelines.

Occasional travel consistent with a statewide organization should be expected. Some weekend and overnight travel may be required with notice. This position has a flexible schedule within typical weekday business hours, teleworking and hybrid working are available options.

Minimum Qualifications
Bachelor’s degree in Business or Public Administration, a related area, or equivalency (one year of education can be substituted for two years of related work experience) required; plus six years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communication skills also required. Master’s degree in Business Administration or related area preferred. This position is not responsible for providing patient care. Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.
Department Specific:
Experience writing for national and state publications, copyediting, technical writing, and familiarity with public broadcasting regulations preferred. Demonstrated ability to conduct presentations, listening sessions, and collaborative writing. Familiarity with Utah education, library, government and/or telehealth operations preferred.
