DEFINITION
Assist in the activities associated with various aspects of the City's current planning program such as processing routine land use applications, maintaining and creating maps and other planning related graphical information, informing the public of planning regulations and procedures, and conducting research and analysis for a variety of planning activities. This position must work well in group setting/peers and with the public, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's mission and values.
SUPERVISION EXERCISED AND RECEIVED
Works under direct supervision of the Assistant Director of Community Development . The Planner I does not supervise others.
EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides customer service (i.e., general information related to zoning and development review processing) to the public, via telephone, front counter and/or internet.
Acts as a case coordinator on routine land use cases, which includes: consultation with the applicant, posting, publishing, coordination with other departments and service providers.
Reviews and analyzes applications with respect to the City's regulations, requirements of service providers, and good planning practices.
Writes staff reports, resolutions and ordinances for land use cases which typically include: background research, a thorough analysis, and staff recommendations.
Advises citizens, applicants, other department staff and Board and Commission members on zoning and planning regulations, and policies and procedures.
Prepares and updates graphics and maps.
Reviews, interprets, and analyzes permits and other administrative applications for compliance with zoning requirements.
Reviews sites for verification of development completion according to approved plans.
Assists in the preparation of special reports.
Conducts background research and/or analysis for short-term, long-term, and special projects as assigned.
Makes revisions to or creates forms, pamphlets, or checklists to assist the public.
Attends meetings and makes presentations to appropriate boards or commissions including the Board of Adjustment, Planning Commission and City Council.
May draft and coordinate agreements with applicants in matters related to annexations and development proposals.
Performs other duties and responsibilities as assigned.
QUALIFICATIONS
Knowledge of:
Basic principles and practices of urban planning, especially as related to site planning and architectural design.
General building and engineering practices as they relate to planning review.
Basic legal terminology related to planning.
Research methods and analysis related to urban growth, development and planning.
Ability to:
Provide strong customer service.
Write in a clear and effective manner.
Make formal and informal presentations in front of the public, and/or boards and commissions.
Be a decisive and strong communicator with the ability to deal effectively with staff and citizens.
Learn laws, codes and ordinances related to the fields of planning and zoning.
Analyze and compile technical and statistical information.
Establish and maintain effective working relationships with those contacted in the course of work.
Manage multiple projects simultaneously.
Work autonomously and with a team when necessary.
Adapt and respond to changing conditions and demands.
EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university in Planning or a related field; One (1) year of experience in planning administration, public administration, or a related field, preferably in local government; or Requires an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position.
PHYSICAL REQUIREMENTS
Must occasionally lift and/or move up to twenty-five (25) pounds.
SPECIAL REQUIREMENTS
Possession of valid driver's license with safe driving record.
Bilingual English/Spanish preferred.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
